| 76 Pumphrey and Detective Hammersla, in testifying for the defense in cases of the violation of the liquor law, as referred to in the proceedings of September 22, 26, October 1,3, 6,13,24,27 and 29,1902, formal complaint, as follows, was received from the Anti-Saloon League:- "Baltimore, Oct. 31, 1902. To The Board of Police Commissioners of Baltimore City. Gentlemen:- The Maryland Anti-Saloon League hereby makes complaint to the Board of Police Commissioners of Baltimore City, and discloses to them the following facts concerning the conduct of Captain Pumphrey and Detective Hammersla of the detective force of this city in connection with the cases of certain persons charged with the violation of the liquor law in Harford County and Baltimore City, viz:- I. That in the month of May, 1902, Louis Wein, a detective in the employ of the Maryland Anti-Saloon League, testified before the grand jury of Baltimore city in certain Sunday liquor cases, and upon the testimony given by him and a certain Maynard M.Metcalf the grand jury found indictments alleging that intoxicating liquor had been sold on the Lord's day to said Wein and said Melcalf in the Eutaw House, Kelly's Hotel, Leach & Carroll's and other hotels and saloons in Baltimore City. II. That in the months of August and September, 1902, the said Wein, together with one John Sperzel, acting as employees of said Wein, secured evidence and testified before the grand jury of Harford County which found indictments that a certain Fisher and a certain George Guy, together with a number of other persons in said county, had violated the liquor law thereof. III. That after the finding of the indictments by the Grand Jury in Baltimore City the said Pumphrey and the said |
