Upon the recommendation of the Marshal it was ordered that Sergeant Clarence Walmsley and Officer Andrew Kearny, Central District, be permitted to retain ten dollars donated to them by the United States Government for the arrest of Joseph Smith, a deserter. Alleged Traffic In Girls from Europe for immoral Purposes. A report, as follows, upon the subject of alleged traffic in girls from Europe for immoral purposes, was received from the Marshal, read and ordered filed, see Exhibit T:o. 880. "Baltimore, lid., November 28th. ,1902. To The Honorable, The Board of Police Commissioners. Gentlemen j- A short while since the attached clipping appeared in one of our daily papers and I immediately instructed the various Captains to make a thorough investigation with a view to ascertaining whether such conditions did really exist in Baltimore as alleged in the attached clipping. The attached reports of the various Captains show clearly that the traffic of girls for immoral purposes does not obtain in this City. Very respectfully, THOMAS F.
