FARNAN, Marshal." The recommendations made by the Marshal in his communication to the Board, November 18th., and December 1,1902, mentioned above, were approved, and instructions ordered to be issued in accordance with the said recommendations. See recommendations filed as Exhibit No. 884. Complaint vs. Officer William T.Ricktor, Western District. In the matter of complaint preferred by John W.Pinder, 753 Iceland street, against Officer William T.Ricktor, as referred to in the proceedings of November 28, the following re port was received from the Marshal:- "Baltimore, Md., Dec. 2, 1902. To The Honorable, The Board of Police Commissioners. Gentlemen:- In connection with the attached complaint of John W. Pinder, (colored), against Officer William T.Ricktor, Western District, I beg, respectfully, to enclose, herewith, statements from Sarah Pinder,(c), Clarence Diggs, (c), Officer William T.Ricktor, Officer John F.Teves, Officer William T.Cullison and Sergeant Wm.M.Heinz. After going over these statements carefully, I see nothing whatever, which, in my judgment, would warrant me in recommending charges being preferred against Officer Ricktor, and I would therefore suggest that the complaint be ignored. Very respectfully, THOMAS F. FARNAN, Marshal." In view of the recommendation of the Marshal, as above, the Board decided to take no further steps in the premises.
