| "January 2, 1903. Adrian Oudesluys, Esq., Secretary, Baltimore General Dispensary, 651 W.Lexington street, Baltimore, ltd. Dear Sir:- By direction of the Board of Folice Commissioners I have to acknowledge the receipt of your letter of this date, and to say, respectfully, that while the Board has no objection to the police distributing the cards for coal to the poor, it is of the opinion that better results might be obtained if you would distribute the coal to persons recommended by the Charity Organization Society of the city. The Board suggests at all events that you call up Doctor Ufford, the secretary of the Charity Organization Society and have a talk with him upon the subject. If after you have conferred with the Charity Organization Society you still prefer to have the police distribute the cards, the officers will be permitted to do so. Yours, very respectfully, JOSIAH A. KTNSEY, Secretary." Death. Report was received from Captain John A. G. Shultz, Northwestern District, advising of the death of Officer Thomas L. Carrick, Northwestern District, which occurred December 31, 1902. Application of Officer Edward T. Shepherd. Southwestern District. For Retirement. Communication, as follows, was received from Captain George League, Southwestern District, through the hands of the Marshal:- Southwestern District, January 1, 1903. Thomas P. Parnan, Marshal of Police. Sir:- Officer Edward T. Sheppard makes application for retirement for the reason that his physical condition unfits him for further performance of duty.
