304 Appointment of Policeman. Eligible George W. Collins, who was promoted from the probationary to the regular force February 13th,1903, to day qualified,bonded and assumed the duties of his office. Assignment of Magistrate. The secretary of the Board reported that on Saturday,February 14th, 1903, Justice J.Mc.Kenny White,Northern District, notified the department that he desired to be absent from his duties on Saturday afternoon,February 14th,1903; that he, the secretary ,not being able to communicate with additional justice Foe, had assigned Justice William Reed to act as police justice for the Northern District from 3 ?.!!., February 14th,1903 until relieved. The action of the secretary in the assignment of Justice Reed as above, was approved. Property—stolen Delivery of . Mr. William W. Ruth, 2225 North Charles street, called upon the Board and asked the Board to deliver to him One gold ring set with pearl and diamonds, One gold ring set with emerald and diamond, now in the possession of the department as having been recovered from Benjamin's Loan establishment,and entered in the Property Record as No.35027. Mr. Ruth stated to the Board that these rings had been stolen from his premises in December,1902; that he had reported the loss promptly to the department and that Detective Hogan and he and his wife had notified the said Benjamin and Company not to take ¦ in the said rings should they be offered;that they had been stolen; that despite said notification the said Benjamin and Co. took the rings in pledge and advanced §10. 8n them. Mr.Ruth,as before stated, requested the Board to deliv r the said rings to him without requiring him to pay the pawn-broker the ten dollars alleged to have been advanced. The secretary was directed to deliver -to Mr.William W. Ruth the rings in question,(the statement as above of Mr.Ruth having been verified by the Marshal}.upon his,Ruth's promise to produce said property in the event of any prosecution. In this connection it was ordered also that the Marshal bring this matter to the attention of the State's Attorney with a view of having the case Benjamin and Company cited before the Grand Jury.
