OGC 333 John Baker and Lieutenant Robert D. Carter, Northwestern District for damages account alleged false imprisonment,etc. Hr. Miles said that a verdict of One Hundred and Three Dollars had been rendered against the defendants,and he inquired to know the Board's wishes, in view of the many suits brought against members of the police force for alleged false arrest and false imprisonment, as to appealing the case with a view of having the law on the subject definitely determined. Mr.Miles was instructed to take the case to the Court of Appeals. Opium and Gambling Joint, Frederick street between Fayette and Gay sts. Communication from Grand Jury. A communication,as follows, was received from the Grand Jury;— Baltimore Mar. 1903. The Board of Police Commissioners, Gentlemen:- An opium and gambling joint of the very vilest kind,on Frederick 3t. bet.Fayette and Gay streets,open day and night,run by Chinese and backed by a citizen who is said to be backed by a prominent politician. The place was on Fayette street near Park ave.,about a year ago and was compelled to leave there. The place on Frederick street has been going on for a year. This can be verified by a gentlemen who can swear to this,and it has cost him,to aid a young man who was ruined there,nearly a thousand dollars to get him cured of the drug,procured and used there at this place;and further sayd this place is doing more to ruin young men of good families than any place in this city at present time. It is said to be fitted out in most elaborate style. David Hutzler, Foreman. Upon receipt of the communication referred to above the Board called the Marshal before it and asked him if he had any knowledge of the place mention by the Grand Jury. The Marshal replied that he had never heard of it;that no report had ever been made hito of any such place. The Board thereupon instructed the Marshal to take the matter right in hand, to confer with the Foreman of the Grand Jury, get whatever additional information he can upon the subject and take steps without delay to suppress the place. Retirements. The following named members of the police force having been examined by the police physicians and reported by them as incapable of performing active police duty,by reason of physical disability, and the said officers being eligible,under the provisions of existing law, to retirement on pay, the Board,by the vote as shown hereunder,ordered that the said members be placed on the retired list on one half pay, the said retirement to date
