356 Police Department by absenting himself from active duty without leave on Saturday,March 14th,1903,at 7 P.M. SECOND.-!odged by Lieutenant Bazil L.Wellener,Northeastern Dist-- Insubordination and having used disrespectful language to his superior officer,Lieut. Wellener, on March 14th,1003 about 5.10 P.M. '/'."hen the cases above mentioned were called Captain Fullem stated to the Board that Officer Poplar had declared he would not cone before the Board to answer to the charges. Captain Fullem was thereupon directed to send out,find Officer Poplar and bring him before the 3oardand to prefer an additional charge against him of insubordination in having failed to appear before the Board at ten o'clock, March 16,1903, to answer charges pending against him as directed. Before the Board's adjournment Officer Poplar put in an appearance. He pled guilty to the charges laid against him by Captain Fullem, as above, and denied that preferred by Lieut. Wellner, Northeastern District. The testimony in which latter case was heard and Officer Poplar convicted thereon. Officer William J. Poplar, tried upon charges as hereinbefore mentioned and convicted thereof was, by the vote as shown hereunder, dismissed "rom the force. The vote upon the dismissal of Yvm.J. Poplar, as above, was:- President Upshur.......Yea, Commissioner Morris....Yea. Retirements. In the case of Officer Albert C. Myers, Eastern District, reported by the Police Physicians under date oP February 17,1903, as incapable of performing active police duty by reason of physical disability, caused by injury received in the discharge of his duty, it was ordered, by the vote as shown below, that the said Officer Albert C. Myers be retired on one-half pay; said retirement to take effect immediately. The vote upon the retirement of Officer Albert C. Myers, on one-half pay, as above, was as follows:- President Upshur........Yea, Commissioner Morris.....Yea. In the case of Officer Alonzo A. Moore, Northeastern District, reported by Police Physicians McCarthy and Davis as incapable of performing active police duty by reason of physical disability, and the Board believing from its investigation into the matter that the said disability was caused r.'hile in the discharge of his duty, it was ordered that the said officer Alonzo
