Complaint vs. Officer Frank J. Keney, Southern District. In the matter of complaint preferred by Gustav A. Korb, attorney for Wm. E. Leimbach, against Officer Frank J. Kaney, Southern District, as referred to in the proceedings of ""arch 13,1903, a report, as follows, was received from the Marshal, which was read and ordered filed:- See Exhibit No. 984. "Baltimore, Id., March 14th.,1903. To The Honorable, The Board of Police Commissioners. Gentleraen:- In connection with the attached communication from Mr. Gustavus A. Korb, attorney for Mr. William E. Leimbach, I beg, respectfully, to state that on the 12th. instant Mr, Leimback called at this office and made a complaint (Herewith attached) against Officer Frank J. Kaney, Southern District. I referred the complaint to Captain Henry with instructions to obtain from Officer Kaney a full statement of his alleged actions towards Mr. Leimbach. Officer Kaney1s statement is also herewith. From my investigation of this matter I am of the opinion that Officer Kaney did perfectly proper In arresting Mr. Leimbach and I would therefore recommend that the complaint of Mr. Leimbach be ignored. Very respectfully, JAMES MANNING, Deputy Marshal." In view of the recommendation of the Deputy Marshal, as above, it was ordered that no further action be taken in the premises. Complaint vs. Officer John H. Derr, Southwestern District. It was reported, verbally, to the Board that about 9 o'clock P.M., March 13,1903, Officer John H. Derr of the Southwestern District, in effecting the arrest oi a boy named Joseph Berry, about sixteen years of age, threw his espantoon at said boy, causing a fracture of the boy's nose and otherwise injuring him. It was ordered that the matter be referred to the Marshal for investigation and report.
