368 City of gambling houses,in violation of law, and for the purposes of investigating the subject it was ordered, That the secretary of the Board issue summonses for the following named to appear before the Board on Monday, I.'.arch 23rd,1903, at 11 o'clock A.M.— Mr.Lynn R.Meek ins. Managing Editor, Baltimore Herald, Mr.Isador Goodman, ~s.ltimore Herald, Mr.Al.Goodman, Baltimore Herald, Mr.Arthur K.Darby, City Editor, Baltimore News, Mr.John Bennett. Baltimore News. Captain Shultz, N.W.District, Newspaper publication as to his Connection with Tom. Smith. The Secretary was directed to refer to Mr. Alonzo L. Miles, Counsel, for his opinion as to whether the same is libelous, the publication in the Baltimore Herald of February 16,1903, headed, "THE BLACK CZAR in Northwest Baltimore.", and which publication is filed, as Exhibit No. 990: Bills Passed.
