Police Commissioners, City. Gentlemen:-
Our superintendents and inspectors report to the office complaints made by residents in all sections of the city in regard to a very common practice of picking over boxes of garbage and ashes which have been placed in alleys and on the sidewalks by the householders. This work of picking over boxea of refuse is the cause of the greatest nuisance that this department has to contend with,from the fact that a great deal of the refuse is wasted carelessly by the people who do the picking.
This is a direct violation of Art.48,Section 157 A.,of the City Code of 1393. 3y calling this matter to the attention of your officers I am sure that a great relief can be obtained,and whatever you do in this direction will be highly appreciated by me.
