The_vote_ upon the adoption, etc., of hats, as above, was:- President Upshur.......Yea, Commissioner Eorris....Yea, Commissioner Fowler....Yea. Officers Voting__ On Primary Election Day. It was brought to the attention of the Board that many of the officers of various police districts had requested to know from their respective captains whether they would be permitted to vote on Election Day April 7, 1903. The 3oard directed that the Marshal be instructed to inform the captains that they may tell the officers attached to their respective districts, should they inquire as to their right to vote on the election day referred to, to say that the law gives the members the right to vote on the election day mentioned, and the Board is not authorized to interfere in the matter. Complaint vs. Officer M. W. Watkins, K.W.District. In the matter of complaint against M. W. Watkins, Northwestern District, as referred to in the proceedings of April 1, 1903, a report was received from the Marshal, which was read and ordered filed, see Exhibit No. 1007. Qambling Investigation. The Board continued its investigation into the subject of the existence of alleged gambling houses in the City of Baltimore, etc., as referred to in the proceedings of March 20,23,25,27,30 and April 1,1903. The following named appeared before the Board and were examined, report of which examination was made stenographically and will be found in Exhibit No. 1008. Sergeant George B.
