When all these circumstances arc duly considered, and when it is also recollected that some of the expenditures were made at a period of great peril, when an invading enemy was advancing from the destruction of our Capital, against the home of your memorialists, who were then unable to obtain the immediate assistance of Government, your memorialists confidently trust they will be dealt with in that spirit of liberality which ought to characterise the representatives of a great People. Your memorialists, therefore, pray your honorable body to take their case into consideration, and to grant them such relief as may appear just and reasonable; and they, as in fluty bound, will pray, &c. Sir : I have the honor to return to you the memorial and the accompanying vouchers of the Mayor and City Council of Baltimore, with the resolution of the House of Representatives, referred by you to this office, and a statement shewing the items constituting the sum of S 15.159 09, heretofore suspended or disallowed on settlement at this office, with the reasons for such disallowance or suspension, under the direction and decision of the Secretary of War, to whom they had been submitted. Such of the vouchers as have been allowed in part, and are referred to in the remarks, are on the files of this office, with the settlement; they can, however, he resorted to at any time, or furnished, if desired.
