STATEMENT of the items constituting the sum of g 15,159 09, being the difference between the amount charred h, the Corporation of the City oj Uattimore, in their-acconnt with the United States, for expenditures durin' the latr war, and that altowed under the decision of the Secretary of IVar, with the remarks. ° No. of Toucher. Randall Moalc 8 286 46 150 00 Particulars, and reasons for disallowanc Tins sum was charged by the committee in their Abstract A, as a payment to George Stiles, for sundry articles for the marine battery, but for which there was no voucher on file with the abstract. The same sum being found to he included in an account paid to George Stiles for seamen's wages, articles for the marine battery, &c. (voucher No. 4. in abstract H) in which the items constituting the g286 46 are designated. This amount was disallowed, as being twice charged by the Corporation to the United States. Tins is an account in which » the Committee of Supplies are made debtor" to the 1st regiment of artillery "for this sum, being for an appropriation for music for the said regiment, S 150, and receipted by "It. Moale.as Quartermaster 1st Regiment." There was no law to authorize the admission of such a charge against the United States, unless evidence of the actual expenditure by the Quartermaster had been produced, and that the objects were such as were provided for by existing regulations. If the charge is for the services of musicians, the regiment was entitled to music: and the number employed, within the regulations, could be paid only on being mustered on the rolls of the regiment, and for the time they served, at the usual rate allowed by law.
