| 15 Col. K. Long - 1G Do 49, 50, John Gambnt -51, 53, 54,55, & 58 52 George McKenzie 56 57 G. Meyer E. Hubball Sundry expenditures for the use of the 27th Maryland regiment, in April and May, 1813. The vouchers for the account arc imperfect—no receipts to Colonel Long for the payment of tlie money—besides which, the articles were had when the regiment was not in the service of the United States, and the expenditure, therefore, not chargeable to the United States. This account is for the hire of armorers and assistant armorers, at g 1 50. and S t per day, for the use of the 27th regiment. The same remarks apply to this account as are made on No. 15, above. For screw-drivers, ramrod, &c. in May. 1813, for the 27th regiment. The same remarks as on No. 15 and 16 apply to this voucher. These vouchers are for expenditures which relate to the repairs of a <~] powder magazine at Tow son's, service* of a superintendent, haul- " ing powder, ecc. Expenditures of this description at a maga- P zinc, the property of the State or city of Baltimore, are not ^ chargeable to the United States. The amount claimed on these P vouchers was. therefore, disallowed. oo For 46 horseman's sword scabbards, and 10 do. sword belts. Mi- 2° litia cavalry arc to supply themselves with arms and accoutrements, and, while in the service of the United States, receive compensation, in addition to their pay, for the use and risk thereof. Expenditures, therefore, of this description, are not chargeable to the United States; and the amount of this account was, accordingly, disallowed. For mounting thirteen swords. The same remarks apply to this charge as to voucher 52. For mounting thirty scabbards with brass for cavalry, and mounting two plain. Disallowed for the reasons assigned on voucher 52. |
