S. BUNBURY. Examined and approved by Committee of Accounts. LUKE TIERNAN. This account was during the period when the enemy were in great Force, and in our view : when an attack was hourly expected. Capt. Bunbiiry was an upright, honest man, and acted under my orders. The men employed were seamen, who were indispensably necessary in mounting guard every night, at the distance of from one to two miles from the fort, to prevent a surprise, having blue-lights to notify the enemy's approach to the commander of the fort. The men were paid agreeably to the account. Seamen could not be obtained at lower wages, and none but seamen would have answered. The account ought to he allowed. S. SMITH, Jtlaj. Gen. Comdg.
