[Doc. No. 39.J 43 No. 8. It was in contemplation to erect a fort or battery at Hawkins's Point, five or six miles from F'ort McHenry. All ships bound up must pass within point blank shot of that point. In consequence, and with a view to that object, 1 ordered General Strieker to proceed to. and examine, that post. The idea was abandoned, as well on account of the expense, as the extreme iinheaitliiness of the place. The expense was incurred, and is a charge which ought to be paid. S. SMITH. Maj. Gen.
