Scott Offutt, of the Tow-son bar, Chief Judge of the Third Judicial Circuit, to succeed Judge Burke, Governor Ritchie has made a selection which, we believe, will meet with the general approval of the people in the Circuit. Judge Offutt, in the generally accepted meaning of the phrase, is a self-made man. His elevation to the bench is not a mere stroke of goo dfortune. He won a position of leadership at the bar by virtue of hard work, not by accident. He has always been a close student of the law, an aggressive advocate, a man of; strong convictions and unquestioned integrity. Because of the more or less "militant" life he has led, at the bar and in politics, it was feared by some that he might be lacking in what is known as the "judicial temperament," but those who know him best predict that he will make an excellent Judge, particularly in the appellate court, where his well founded knowledge of the law and his habits of industry ought to serve him to a good purpose.
