TIME
In the Baltimore County American of February 6, 1863, is a leading- editorial on Emancipation. It would no doubt be a great surprise to the colored voter to actually know the attitude of the Republicans of the State on that question in the third year of the war. The Republican party held the negro vote as a unit

until a few years ago, on the pretense that the purpose of the war was to give him his freedom, when the truth is as history shows, that the emancipation ! scheme was only intended as 'punishment for the successful States: An extract from this editorial will show the attitude of Maryland Republicans to emancipation in Maryland, and there was no more partisan Republican paper anywhere than the Advocate. The editorial says:
"We will always be found willing, aye, anxious to act with the loyal people of our State to sustain the Government in everything that appertains to a final restoration of the Union. The policy of the administration viz: the emancipation of slaves, not applying to our State, we are opposed to its introduction here, as a part of the Union creed. No member of Congress from our State having ever made application in any way for its introduction here, it appears to us, and we doubt not will so appear to a large portion of the loyal people of Maryland, as altogether gratuitous upon the part of those members of Congress who have in any manner agitated the question for us. Petitions, it is true, have been and are no doubt today in circulation in different parts of Maryland, asking from Congress an appropriation to indemnify those who are, or may be willing to accept such compensation for that species of property, but we have yet to know of the first man in our county who has signed such petition, although

we have no doubt there are those who have, or will do so. Let us entreat therefore the Union men of Baltimore city and elsewhere, they who would press this matter upon us, to pause and reflect upon the consequences which will inevitably arise from such a course, ere it is too late."
In the local items is an account of an immense load of hay hauled over the York Road from the farm of Thomas H. Matthews, 8th District, weighing 9200 lbs. It brought over $100.
A Washington dispatch says: "General Stonewall Jackson's chaplain, Rev. J. Landstreet, recently captured by our cavalry, was at the war department today for purpose of affecting an exchange. He is a Methodist preacher of much talent. He stated to several persons that the watchword of the rebel States was 'Conquer or die;' that the last chance of a reunion was destroyed, and that the recent speech of Jeff Davis was heartily indorsed by the whole people. While he did not attempt to conceal the fact of a deficiency of clothing and equipment among the rebel forces, he consoled himself with the belief that Providence, who fed the children of Israel with manna, would, furnish food and clothing for the rebels. The negroes, he says, never were so subservient as now, owing to strict police measures that had been adopted, and to the circu-

"Mose" Is "Stuck" On Pants
MR. L.ARKINS' MOSQUITOES
IS ONE GOOD REASON. A MONTH or so ago, when ¦** "Mose" was thinking about taking a little vacation—just to rest somewhere in some shady nook along a branch or stream where he could dabble his feet in the water, like he used to do in Jones' Falls, he gave his tailors orders to put i ntheir time making pants and he would tell them when 10 quit.
Well, "Mose's" orders is orders, and his tailors obeyed them and he gives them credit for it, but you ought to see what a "pickle" they got "Mose" into.
As "Mose" said a week or so ago, one of Mr. I/arkins' mosquitoes stung him behind the left ear, and he left town in a hurry and forgot everything i—forget to tell his men to quit making pants and even forgot his soap which he always takes along when he goes near the water.
So that's that. 4

MOSES KAHN OF OLD TOWN'
HILE "MOSE" found himself and came back to his people, he is a sorry spectacle—with one ear natural and the other looking like "Mary Ann's" but thank goodness, he's quit his tailors making pants.
The thing to do now—and that is bothering "Mose" more than his ear—is to get rid of them; and he believes that the "open channel" is the best. And he is going to take it— give them to his people at cost
Roys, this is a chance you won't get once in a hundred moons. Take "Mose's" good word for it and come here and "lay in" a half dozen pairs— enough to last you a year or two.
If the values are not what "Mose" says they are, he will give you leave to "bang" him on the other ear—and then he will go to the zoo and amuse the children.
