EDWARD CRUE, Owner WHEREAS, at the January Session of the General Assembly of Maryland, held in the year 1924, two Acts were passed, to wit: Chapter 177 proposing an amendment to Section 9 of Article V of the Constitution of the State of Maryland, title "Attorney-General and State's Attorney," subtitle "The State's Attorneys." regulating the compensation and the expenses of the State's Attorney for Baltimore City and that of his deputy and assistants; and Chapter 327 proposing an amendment to Section 34 of Article III of the Constitution of the State of Maryland, title "Legislative Department," for the purpose of permitting the State to pledge its credit for the raising of such funds as may be needed for the aid or compensation of those citizens of the State who during the time of war have, with honor, served their country and State, and which said Chapters 177 and 327 are in the words and figures following: CHAPTER 77. AN ACT to propose an amenment to Section 9 of Article V of the Constitution of the State of Maryland, title "Attorney-General and State's Attorneys," sub-title "The State's Attorney," regulating the compensation and the expenses of the State's Attorney for Baltimore City and that of his deputy and assistants, and to provide for the submission of said amendment to the qualified voters of the State of Maryland for adoption or rejection. SECTION 1. Be it enacted by the General Assembly of Maryland, three-fifths ' of all the members of each of the two Houses concurring, that the following be and the sam-3 is hereby proposed as an amendment to Section 9 of Article V, title "Attorney-General and State's Attorneys," subtitle "The State's Attorneys," of the Constitution of Maryland, the same if adopted by the legally qualified voters of the State, as herein provided, to become Section 9 of Article V of the Constitution. SEC. 9. The State's Attorney shall perform such duties and receive such fees and commissions or salary, not exceeding three thousand dollars, as are now or may hereafter be prescribed by law; and if any State's Attorney shall receive any other fee or reward than such as is or may be allowed by law, he shall, on conviction thereof, be removed from office; provided, that the State's Attorney for Baltimore City shall have the power to appoint a Deputy and such other Assistants as the Supreme Bench of Baltimore City may authorize or approve and until otherwise provided by the General Assembly, the said State's Attorney, Deputy and Assistants shall receive the following annual salaries: State's Attorney, seven thousand vive hundred dollars; Deputy State's Attorney, five thousand dollars; Assistant State's Attorney, four thousand dollars each, said salaries, or such salaries as the General Assembly may subsequently provide, and such expense for conducting the office of the State's Attorney as the Supreme Bench of Baltimore City may authorize or approve shall be paid by Lhe Mayor and City Council of Baltimore to the extent that the total of them exceeds the fees of his office, or as the General Assembly shall otherwise provide, and the Mayor and City Council of Baltimore shall not be liable for appearance fees to the State's Attorney. SEC. 2. And be it further enacted by the authority aforesaid, That the said aforegoing section hereby proposed as an amendment to the Constitution, shall at the next ensuing eneral election for members of Congress, to be held in this State on the Tuesday next after tin first Monday of November, one thousand nine hundred and twenty-four, be submitted to the legal and qualified voters of the State for their adoption or rejection in conformity with the directions con tained in Article XIV of the Constitu tion of this State, and at the said election the vote on the said proposed amendment to the Constitution shall be by ballot, and upon each ballot there shall be printed the words "For the Constitutional Amendment" and "Against the Constitutional Amendment," as now provided by law, and immediately after said election due returns shall be made to the Governor of the vote for and against said proposed amendment, and further proceedings had in accordance with Article 14 of the Constitution. Approved April 9, 1924. CHAPTER 327. AN ACT to propose an amendment to Section 34 of Article 3 of the Constitution of the State of Maryland, title "Legislative Department," for the purpose of permitting the State to pledge its credit for the raising of such funds as may be needed for the aid or compensation of those citizens of the State who dur'ug the time of war have, with honor, served their country and State, and providing for the submission of said amendment to the qualified voters of this State for adoption or rejection. SECTION 1. Be it enacted by the General Assembly of Maryland (three-fifths of all the members of each of the two Houses concurring), Taat the following section be and the same is hereby proposed as an amendment to Section "34 of Article 3 of the Constitution of Maryland, title "Legislative Department," the same if adopted by the legally qaulified voters of the State, as herein provided, to become Section 34 of Article 3 of the Constitution of the State of Maryland. 34. No debt shall be hereafter contracted by the General Assembly unless such debt shall be authorized by a law providing for the collection of an annual tax or taxes sufficient to pay the interest on such debt a* it falls due, and also to discharge the principal thereof within fifteen years from the time of contracting the same; and the taxes laid for this purpose shall not be repealed or applied to any upon each ballot, there shall be printed the following synopsis of said amendment under the caption of "Constitutional Amendment Providing For Aid Or Adjusted Compensation To War Veterans." This amendment removes the prohibition now in the State Constitution which prevents the State from pledging its credit for the raising of monies which could be used for the aid or as adjusted compensation to those citizens of the State who, with honor, served their country or State in time of war; and upon each ballot there shall also be printed the words "For the Constitutional Amendment" and "Against the Constitutional Amendment," as now provided by law, and immediately after said election due returns shall be made to the Governor of the vote for and against said proposed amendment, as directed by said Fourteenth Article of the Constitution, and further pioceedings had in accordance with said Article Fourteen. Ritchie, Governor of the State of Maryland, in pursuance of the direction contained in Section 1 of Article 14 of the Constitution of Maryland, do hereby order and direct that this proclamation containing a full, true and correct copy of the text of said Chapters 177 and 327 of the Acts of the General Assembly of Maryland of 1924, be published in at least two newspapers in each of the counties of the State where so many may be published and where not more than one may be published then m that newspaper, and in three newspapers published in the City of Baltimore, one of which shall be published in the German language, once a week for at least three months next preceding the general election to be held in the State of Maryland on Tuesday the 4th day of November, 1924, at which election the said proposed amendments to the Constitution shall bo submitted in form and manner prescribed by the General Assembly, to the legal and qualified voters of the State for their adoption or rejection. Be it enacted by the General Assembly of Maryland, That a new section be and is hereby added to Article 33 of the Annotated Code of Maryland, title "Elections," sub-title "Registration," said new section to be known as Section 17V2, to follow immediately after Section 17 of said Article, and to read as follows: 17%. A female applicant for registration as a voter shall not be required to state her exact age, but it shall be sufficient for said applicant to state, in answer to any and all questions relating to her age, that she will be at least 21 years of age on the regular election day next succeeding the day of registration, and entry shall be made accordingly under the column "Age" of the registry books, anything in Section 17 of this Article or in any other section of this Article to the contrary notwithstanding. Frank Corbi, twenty-two, brother of Patsi Corbi, who was sentenced to death in West Virginia for murder two years ago following an investigation involving the mysterious first named charge, and $1,000 on| murder of Carmella Malone near the CHAPTER NO. 344 A BILL ENTITLED AN ACT to creat a Relief Fund for disabled Veterans of the World War, to provide for the administration thereof and to make an appropr'a- tion therefor. SECTION 1. Be it enact jd by the General Assembly of Maryland, That a Relief Fund be and is hereby created for the purpose of providing the necessities of life for such Maryland Veterans of the World War as are sick, disabled or indigent and who are without means to pay for said necessities or for proper care, and for the purpose of providing the necessary funeral expenses of such Veterans. SEC. 2. And be it further enacted, That the sum of twenty-five thousand ($25,000) dollars shall be included in the State Budget each year to be expended for the purposes enumerated in Section 1 of this Act. The funds appropriated under the provisions of this Act shall be administered and expended under a Board to be composed of the Adjutant G'reneral of the State who shall be the Chairman, a member of the American Legion and a member of the Veterans of Foreign Wars, both of whom shall be appointed by che Governor to serve during nis pleasure. The Board, as thus constituted, shall make such rules and regulations as it may deem necessary for administering and expending the funds provided for under the provisions of this Act, and the Chairman shall approve all bills and vouchers before payment by the State Comptroller. SEC. 3. And be it further enacted, That, in order to provide the funds necessary until the next State Budget is submitted in 1927, there is hereby appropriated for each of the years ending September 30, 1925, September NO, 1926, and September 30, 1927, respectively, the sum of twenty-five thousand ($25,000) dollars. SEC. 4. And be it further enacted, That the County Commissioners of the several counties of the State, and the Mayor and City Council of Baltimore, are hereby Respectively directed to levy State taxes for the year 1925, 1926 and 1927 at 1-7 of one cent on each one hundred dollars of assessable property ; the said taxes to be collected according to law, to provide the funds appropriated by Section 3 of this Act. SEC. 5. And be it further enacted, That this Act shall take effect June 1, 1924. Approved April 9, 1924. second named charge for his appearance in the Circuit Court when the cases are set for trial. He tried to persuade the State's Attorney to give him an early trial, ahead of others indicted, but the former said he saw no legal reason why his case should be called out of its regular order. The Criminal Docket will be taken up on October 13. In regard to his action in the matter State's Attorney Jeniffefr; said that the joint indictment against Klecka, Norris and Schroeder was returned on the presumption that they were officers of the Club, which had been fully disproved. In regard to the two indictments against Klecka individually however, the violations of law charged were simply stated to have taken place somewhere in Baltimore county, and of course not necessarily at the Bellevue Club. He said that he did not feel that he should try the case, but if at the hearing in open court the testimony for the State did not justify conviction he would enter nolle pros at once. Mr. Jenifer stated that he expressed to Governor Ritchie his willingness to let him privately hear the testimony for the State. The Governor has the power to grant a nolle prosequi in the two cases. Mr. Jenifer stated that he would present Judge Klecka's request for an immediate trial to the court for its action. Mr. Norris stated that he had been engaged as an attorney to examine the title to the property of the club, and as a matter of courtesy to Judge Klecka he had subscribed to one share of its stock. Mr. Norris said that he had visited the club several times as the guest of Judge Kleck-i, and on one occasion prominent State officials had been his fellow guests. Mayor Jackson of Baltimore received a letter from Rear Admiral George W. Williams, commander of the destroyer squadron of the United States scouting fleet, saying he will bring his flagship, the United States ship Concord, and two destroyers, the United States ship Gilmar and the United States ship King, to Baltimore for the air race and the Navy Day exercises. The ships will arrive October 23 and will remain, until October 28. Admiral Williams added: "It is my desire to co-operate with you in whatever plans you may have for the observance of Navy Day." A BIL.L, ENTITLED AN ACT to add a new section to Article 5S of the Annotated Code of Maryland, title "Live Stock," subtitle "Dairies," said new section to be known as Section 23-A and to follow immediately after Section 23 of said Article, the same relating to the importation of fluid milk into the State of Maryland. SECTION 1. Be it enacted by the General Assembly of Maryland, That a new section be and the same is hereby added to Article 58 of the Annotated Code of Maryland, title "Live Stock," sub-title "Dairies," said new section to follow immediately after Section 23 of said Article, to be known as Section 23-A and to read as follows: 23-A. SEC. 2. And be it further enacted, That this Act shall take offect June 1, the grand jury of the county for an abominable crime. I respectfully ask space in your paper to answer that charge. It seems that a county policeman testified before the grand jury that gambling devices were maintained upon a Middle River shore owned by a club and it was learned that when this club was incorporated some years ago my name appeared upon the records as one of the incorporators. Upon this flimsy evidence the grand jury brought in an indictment against me for "maintaining a disorderly house." I was amazed when I learned of this action. It is as much the duty of a grand jury to protect the innocent as to bring the guilty to justice. This grand jury either had a misconception of fits duty or it was badly advised. Almost any first year law student would have known that the evidence against me was insufficient to support the charge made. It is well known to every lawyer that the original incorporators and subsequent officers of a corporation are rarely the same officials. I have never known who composed the club in question or who were the officers thereof. The grand jury depends to a great extent for guidance upon the State's Attorney. The present State's Attorney of Baltimore county I regarded as a friend of mine, as his was. However, his treatment of me was worse than might have been expected by his worst enemy. In this case there was sent out to the world a very serious charge. Such a matter constitutes a sensational item that is given prominence in the newspapers and is heralded farand wide and seen and heard of by hundreds who never hear the answer. Thus a great injury is done and where the charge is without foundation a serious wrong is done that never can be righted and for which there is absolutely no legal redress on account of the immunity enjoyed by these officials. I respectfully submit that such conduct on the part of public officials who hold in their hands the reputations of their fellow citizens, is a reckless and irresponsible use of power, inconsistent with fair play and deserving or severe condemnation. The fact that the charge against me was dismissed the day after it was brought was tardy justice and wholly ineffectual to undo the harm that had been done.
