If it were possible to bring to the personal attention of every taxpayer and voter of Baltimore county the deplorable conditions which exist in some sections and which the proposed bond issue will remedy, in our opinion no further effort would be required to secure the approval of the voters. Baltimore county has played a prominent part in developing the school system of the State and in placing the present school law of the State upon the statute books. The law requires every child under a certain age to attend school. Every county is obliged to provide the facilities for receiving these children. We believe the people of Baltimore county are willing to provide for | their children regardless of the re-! quirements of the State law. We have the children; we do not have ¦ the buildings. To build the build-1 ings will require $1,500,000. There are two ways in which this money can be provided: First—By direct taxation. Second—By bond issue. To raise $1,500,000 by direct taxation in five years would add 28 cents annually to the present tax rate. To raise the $1,-500,000 by bond issue, provide the necessary money to pay the interest on these bonds, and retire them as they mature, will require an addition of approximately 6 cents to the tax rate. This plan gives the suffering communities speedy relief and aids the taxpayer. The School Board is building substantial but severely plain school buildings and keeps the cost per room far below the cost per room of city schools. Many newcomers of Baltimore county are rapidly building up certain section because of their faith that the county will continue to provide good roads and schools for its people. Looking at the proposition •entirely from a commercial point of view, it will pay the present taxpayers of Baltimore county to pass this bond issue and justify this faith in the county's progressiveness. While no exact figures are at hand, it is conservative to state that at least 600 houses will be built annually in the territory around the city limits. Six hundred homes should increase the taxable basis approximately $2,000,000. In five years' time this would amount to an increase of $10,000,000. At the present county tax rate $10,000,000 would produce an annual revenue of $162,000. At 70 cents per $100 the revenue for school purposes alone would be $70,000, which would be the full interest on the proposed bond issue. In other words, at the end of five years and thereafter the taxes received for new developments in the county for school purposes will pay the interest on the proposed bonds and retire them as they matur*. In addition thereto, the county will receive at the end of five years more than $90,-000 annually for roads and other county purposes, which will, in turn, help to relieve the tax burden on some of the farming sections of the county. The fundamental principle of county-wide taxation for school purposes is based upon every child in the community being afforded, as near as possible equal facilities for its education. All the voters in those communities which have been fortunate enough to secure their facilities from the million dollar bond issue should support the proposed bond issue and help to provide their neighbors with facilities equal to those which the entire taxpaying body is providing for them. I am opposed to the return of the old saloon conditions, because their abuses brought on prohibition and a return of these conditions would bring it on again. "I therefore, favor some sane, intelligent law founded on decency and toleration for the farce, lawlessness and disrespect surrounding the present enforcement act. I believe such a change is in the interests of a better country and a more contented and happy people. "But the writer who cowardly signs himself a Democrat goes further and calls on the voters to support my opponent because he served in the Maryland Naval Reserve during the last war, thereby inferring, I suppose, that my service was not up to standard. I would like ro say, even at the price of immodesty, that it was my privilege before the armistice to have command of some 2,500 men, with whom I saw active service in France, and 30 per cent, of whom were casualties in battle, and one of my most cherished possessions is a medal which the great Commander in Chief, General Pershing, saw fit to award. "The letter signed 'A Democrat' has all the earmarks of being inspired from Republican sources. Therefore, as the writer says he will vote for a Republican, I wish he would tell me where President Cool-idge stands on the klan, as he is the head of the Republican party.
