LELAND HANNA, Timonium, Md., At 11-Mile Stone on York Road June 14 to Dec. 14. The object of this petition and suit is to obtain an order of the Orphans' Court for Baltimore County for the ratification and confirmation of a heretofore sale made under order of said Court of the fee simple land and premises known as lot No. 32, Section "G" and lots Nos. 55 and 56, Section "D" on plat of "Back River Highlands" as shown in Plat Book No. 4, folio 64 and 65, Land Records of Baltimore County, of which Joseph Solari, late of Baltimore County, deceased, died seized and possessed. The petition filed by Henry C. Las-sahn, administrator, sets forth that Joseph Solari died intestate on or about December 2, 1922, leaving no heirs known to the petitioner. That letters were granted to said Henry C. Lassahn on his said estate. That said decedent left no personal estate, but was, at the time of his death, seized in fee simple of the above mentioned lots of ground and premises; the appraised value of which was four hundred and fifty dollars. That under order of said Court passed on February 5, 1923, in cause "ex parte in the matter of the estate of Joseph Solari, deceased" the petitioner, as trustee and administrator, sold the above fee simple lots to William Guy and Ellen L. Guy, his wife, for twelve hundred and seventy-five dollars, which sale has been finally ratified and the purchase money paid to the petitioner. That doubts are expressed by the purchasers as to the the validity of said sale as against the unknown heirs of said Joseph Solari, and that the petitioner has been advised to institute proceedings to bind said unknown heirs of said Joseph Solari. And petitioner prays order retify-mg and confirming said sale and order of publication against- unknown heirs of Joseph Solari, deceased. It is thereupon ordered by the Orphans' Court for Baltimore County on this 24th day of September, 1924, that the petitioner by causing a copy of this order to be inserted in some weekly newspaper published in Baltimore County, once each week for four successive' weeks, before the 28th day of October, 1924, give notice to the unknown heirs of Joseph Solari, deceased, of the object and substance of said petition, warning them and each ot them to appear in this Court in person, or by solicitor-On on before the twenty-eighth day of October, 1924, to show cause, if any they have, why an order should not be passed in the premises as prayed. The object of this suit is to procure a decree (1) divorcing the Plaintiff, Josephine Castleman, a vinculo matrimonii from the Defendant, William H. Castleman and (2) that the Plaintiff may be permitted to resume her maiden name of "Josephine Paddy." The Bill states that the Plaintiff is a resident of Baltimore County, State of Maryland, and has been such for more than two years next before the filing of said Bill; that she was married to the said William H. Castleman on the 22nd day of May, 1920, and lived with him in Baltimore County until the 8th day of June, 1920; that though the conduct of the Plaintiff towards the Defendant has always been kind, affectionate and above reproach, the Defendant has, without any just cause or reason abandoned and deserted the Plaintiff and declared his intention to live with her no longer and that such abandonment has continued uninterruptedly for at least three years and is deliberate and final, and the separation of the parties beyond any reasonable expectation of reconciliation; that no children were born as a result of the said marriage, aand that the Defendant is a nonresident of the State of Maryland, and when last heard from was living in the City of Martinsburg, West Virginia. WHEREAS, at the January Session of the General Assembly of Maryland, held in the year 1924, two Acts were passed, to wit: Chapter 177 proposing an amendment to Section 9 of Article V of the Constitution of the State of Maryland, title "Attorney-General and State's Attorney," subtitle "The State's Attorneys." regulating the compensation and the expenses of the State's Attorney for Baltimore City and that of his deputy and assistants; and Chapter 327 proposing an amendment to Section 34 of Article III of the Constitution of the State of Maryland, title "Legislative Department," for the purpose of permitting the State to pledge its credit for the raising of such funds as may be needed for the aid or compensation of those citizens of the State who during the time of war have, with honor, served their country and State, and which said Chapters 177 and 327 are in the words and figures following: CHAPTER 77.. AN ACT to propose an amenment to Section 9 of Article V of the Constitution of the State of Maryland, title "Attorney-General and State's Attorneys," sub-title "The State's Attorney," regulating the compensation and the expenses of the State's Attorney for Baltimore City and that of his deputy and assistants, and to provide for the submission of said amendment to the qualified voters of the State of Maryland for adoption or rejection. SECTION 1. Be it enacted by the General Assembly of Maryland, three-fifths of all the members of each of the two Houses concurring, that the following be and the sam-3 is hereby proposed as an amendment to Section 9 of Article V, title "Attorney-General and State's Attorneys," subtitle "The State's Attorneys," of the Constitution of Maryland, the same if adopted by the legally qualified voters of the State, as herein provided, to become Section 9 of Article V of the Constitution. SEC. 9. The State's Attorney shall perform such duties and receive such fees and commissions or salary, not exceeding three thousand dollars, as are now or may hereafter be prescribed by law; and if any State's Attorney shall receive any other fee or reward than such as is or may be allowed by law, he shall, on conviction thereof, be removed from office; provided, that the State's Attorney for Baltimore City shall have the power to appoint a Deputy and such other Assistants as the Supreme Bench of Baltimore City may authorize or approve and until otherwise provided by the General Assembly, the said State's Attorney, Deputy and Assistants shall receive the following annual salaries: State's Attorney, seven thousand :ive hundred dollars; Deputy State's Attorney, five thousand dollars; Assistant State's Attorney, four thousand dollars each, said salaries, or such salaries as the General Assembly may subsequently provide, and such expense for conducting the office of the State's Attorney as the Supreme Bench of Baltimore City may authorize or approve shall be paid by the Mayor and City Council of Baltimore to the extent that the total of them exceeds the fees of his office, or as the General Assembly shall otherwise provide, and the Mayor and City Council of Baltimore shall not be liable for appearance fees to the State's Attorney. SEC. 2. And be it further enacted by the authority aforesaid, That the said aforegoing section hereby proposed as an amendment to the Constitution, shall at the next ensuing general election for members of Congress, to be held in this State on the Tuesday next after tin first Monday of November, one thousand nine hundred and twenty-four, be submitted to the legal and qualified voters of the State for their adoption or rejection in conformity with the directions contained in Article XIV of the Constitution of this State, and at the said election the vote on the said proposed amendment to, the Constitution shall be by ballot, and upoi\ each ballot there shall be printed the words "For the Constitutional Amendment" and "Against the Constitutional Amendment," as now provided by law, and immediately after said election due returns shall be made to the Governor of the vote for and against said proposed amendment, and further proceedings had in accordance with Article 14 of the Constitution. AN ACT to propose an amendment to Section 34 of Article 3 of the Constitution of the State of Maryland, title "Legislative Department," for the purpose of permitting the State to pledge its credit for the raising of such funds as may be needed for the aid or compensation of those citizens of the State who during the time of war have, with honor, served their country and State, and providing for the submission of said amendment to the qualified voters of this State for adoption or rejection. SECTION 1. Be it enacted by the General Assembly of Maryland (three-fifths of all the members of each of the two Houses concurring), Tnat the following section be and the same ' is hereby proposed as an amendment to Section 34 of Article 3 of the Constitution of Maryland, title "Legislative Department," the same if adopted by the legally qaulified voters of the State, as herein provided, to become Section 34 of Article 3 of the Constitution of the State of Maryland. 34. No debt shall be hereafter contracted by the General Assembly unless such debt shall be authorized by a law providing for the collection of an annual tax or taxes sufficient to pay the interest on such debt as it falls due, and also to discharge the principal thereof within fifteen years from the time of contracting the same; and the taxes laid for this purpose shall not be repealed or applied to any other object until the Raid debt and interest thereon shall be fully discharged. The credit of the State shall not in any manner be given or loaned i.u. or in aid of any individual association or corporation; nor shall the General Assembly have the power in any mode to involve the State in the construction of the works of internal improvement, nor in granting any aid thereto which shall involve the faith or credit of the State; nor make any appropriation therefor, except in aid of the construction of works of internal improvement in the counties of St. Mary's, Charles and Calvert, which have had no direct advantage from such works as have been heretofore aided by the State; and provided that such aid, advances or appropriations shall not exceed in the aggregate the sum of five hundred thousand dollars. And they shall not use or appropriate the proceeds of the internal improvement companies, or of the State tax, now levied, or which may hereafter be levied, to pay off the public debt (or) to any other purpose until the interest and debt are fully paid or the sinking fund shall be equal to the amount of the outstanding debt; but the General Assembly may, without laying a tax, borrow an amount never to exceed fifty thousand dollars to meet temporary deficiencies in the Treasury, and may contract debts to any amount that may be necessary for the defence of the State. And provided further that nothing in this section shall be construed to prohibit the raising of funds for the porpose of rid'ng or compensating in such manner or way as the General Assembly of the State .shall deem proper, those citizens of the State who have served, with honor, their country and State in time of war; provided, however, th.it such action of the General Assembly shall be effective only when .submitted to and approved by a vote of the people of the State at the General Election next following the enactment of such legislation. SEC. 2. And be it further enacted by the authority aforesaid, That the said aforegoing section hereby proposed as an amendment to the Constitution, shall, at the next general election for members of Congress held in this State, be submitted to the legal and qualified voters of the State for adoption or rejection, in pursuance of the directions contained in Article 14 of the Constitution of this State, and at the said general election the vote on the said proposed amendment to the Constitution shall be by ballot, and upon each ballot, there shall be printed the following synopsis of said amendment under the caption of "Constitutional Amendment Providing For Aid Or Adjusted Compensation To War Veterans." This amendment removes the prohibition now in the State Constitution which prevents the State from pledging its credit for the raising of monies which could be used for the aid or as adjusted compensation to those citizens of the State who, with honor, served their country or State in time of war; and upon e>j,ch ballot there shall also be printed the words "For the Constitutional Amendment" and "Against the Constitutional Amendment," as now provided by law, and immediately after said election due returns shall be made to the Governor of the vote for and against said proposed amendment, as directed by said Fourteenth Article of the Constitution, and further pioceedings had in accordance with said Article Fourteen. CHAPTER 299 ' A BILL ENTITLED AN ACT to add a new section to Article 33 of the Annotated Code of Maryland, title "Elections." sub-title "Registration," said new section to be known as Section 17 ys and to follow immediately after Section 17 of said Article, removing the requirement that female applicants for registration state their exact age and providing that such applicancs shall be required to state whether or not they are at least 21 years of age. SECTION 1. Be it enacted by the General Assembly of Maryland, That a new section be and is hereby added to Article 33 of the Annotated Code of Maryland, title "Elections," sub-title "Registration," said new section to be known as Section 17%, to follow immediately after Section 17 of said Article, and to read as follows: 17%. A female applicant for registration as a voter shall not be required to state her exact age, but it shall be sufficient for said applicant to state, in answer to any and ail questions relating to her age, that she will be at least 21 years of age on the regular election day next succeeding the day of registration, and entry shall be made accordingly under the column "Age" of the registry books, anything in Section 17 of this Article or in any other section of this Article to the contrary notwithstanding. SEC. 2. And be it further enacted, That this Act shall take effect June i, 1924. Approved April 9, 1924. CHAPTER NO. 344 A BILL ENTITLED AN ACT to creat a Relief Fund for disabled Veterans of the World War, to provide for the administration thereof and to make an appropr'a- tion therefor. SECTION 1. Be it enacted by the General Assembly of Maryland, That a Relief Fund be and is hereby created for the purpose of providing the necessities of life for such Maryland Veterans of the World War as are sick, disabled or indigent and who are without means to pay for said necessities or for proper care, and for the purpose of providing the necessary funeral expenses of such Veterans. SEC. 2. And be it further enacted, That the sum of twenty-five thousand ($25,000) dollars shall be included in the State Budget each year to be expended for the purposes enumerated in Section 1 of this Act. The funds appropriated under the provisions of this Act shall be administered and expended under a Board to be composed of the Adjutant Greneral of the State who shall be the Chairman, a member of the American Legion and a member of the Veterans of Foreign Wars, both of whom shall be appointed by the Governor to serve during his pleasure. The Board, as thus constituted, shall make such rules and regulations as it may deem necessary for administering and expending the funds provided for under the provisions of this Act, and the Chairman shall approve all bills and vouchers before payment by the State Comptroller. SEC. 3. And be it further enacted, That, in order to provide the funds necessary until the next State Budget is submitted in 1927, there is hereby appropriated for each of the years ending September 30, 1925, Seoteniber 30, 1926, and September 30, 1927, respectively, the sum of twenty-five thousand ($25,000) dollars. SEC. 4. And be it further enacted, That the County Commissioners of the several counties of the State, and the Mayor and City Council of Baltimore, are hereby respectively directed to levy State taxes for the year 1925, 1926 and 1927 at 1-7 of one cent on each one hundred dollars of assessable property ; the said taxes to be collected according to law, to provide the funds appropriated by Section 3 of this Act. Any person, Arm or corporat:on violating the provisions of this section shall be deemed guilty of a misdemeanor, and upon conviction, shall be subject to a fine of $50 for the first offense, and $100 for each subsequent offense.
