"Seated in the garden below, jwe watched the little light in the tower, where we knew the unseen carilloneur sat at his clavier and drew the music from his keys, and yet as we watched we somehow felt that the music came from somewhere far beyond the tower, far higher than that dim light, and was produced by human hands. Sometimes in winter after icicles have formed there comes a thaw, and one by one they tinkle gently and timidly at first; then bolder in a mass they come till, like an avalanche, they crash down with a mighty road. All of this the music suggested.
"It was low, it was loud; it was from one bell, it was from chords or many bells; it was majestic, it was simple. And every note seemed to fall from above, from such heights that the whole land heard its beauty. It was as if a master said: ' I am no longer content to sit at my cathedral organ and give joy to a few hundred only; I must give joy to thousands.' So he mounts the Catahedral tower, and plays his sonata, or his prelude, or his songs upon the great clavier, so that all the world may hear.
"With this feeling, we listened to van der Gheyn's 'Prelude' and to the Andante and Allegro from Rossini's 'Barbier de Seville,' and to old Belgian and French folk songs. Indeed, the tower seemed a living being, opening its lips in the mysterious . night to pour out a great and noble message of song to all mankind. The
concert ended promptly at nine with the national air of Belgium. Directly after this the great bell slowly, solemnly struck the hour."
It may be in the future that-such scenes and such recitals will be not uncommon in America. It may yet come about that our churches, too, will have carillons sending their music through the air every few minutes in one unending ' chain of lovely song.
Certainly, the steps thus far taken toward the adoption of the art here point to such developments in the not too distant future.

I heartily endorse the proposed amendment to the Constitution to place the office of the State's Attorney of Baltimore City on a budget basis. The entire expense of the office under the plan will be borne by Baltimore City.
The amendment will be voted on at the coming election and I trust that it will commend itself to the voters of all parties.

The fee system, under which the State's Attorney's office is compelled to work, is ancient, awkward and expensive. It is the application of ox cart methods in a day of automobiles. In the interest of efficiency and good government such a system ought not to prevail. A vote for the Amendment will cost the Counties nothing.

During my terms of eight years in the State's Attorney's office, I had occasion to see the inherent dangers attendant upon the operation of the fee system in that most important Department of our Government. Such a system, as now prevails, is a relic of the past and has no place in an up-to-date community. J am most firmly of the belief that this proposed amendment is a worthy one and should command the support of voters regardless of party affiliations. The salary increases provided for are small when the great responsibilities assumed by the men in this office are considered.
