"In my judgment the country'c national political life is much better because of its domination by two parties only. Under the multiparty system two things happen, both of them bad. "First, the parties almost always form on the basis of class or-racial considerations, and secondly, the tendency is for two of the parties to combine at election time, not upon a common issue, because there is none, but in order to secure a majority of the voters and win. If such a combination does not take place, then a minority of the voters generally determine the political complexion of the Government." The Governor said, however, that the smaller parties have educational value and also serve as safety valves for public opinion upon questions not met by the principal parties, and often inaugurate issues which the bigger parties afterwards take up. He was a mess boy on the kind of a ship where a mess boy's life is not a bed of roses. # He started back for home, leaving in a Pullman and when he reaches New York will board the Leviathan, the queen of the seas, and will go back home as a guest of the United States Government. But Brooks is not going One hundred and thirty-six paroles have been granted since January 1, 1924, to prisoners in Maryland penal institutions by Governor Ritchie, it was learned. Due to four deaths among paroled prisoners, four pardons, 14 violations of parole and 114 expired parole's, the number of former prisoners now on parole is exactly the same as at the beginning of the year. At that time there were 134 paroles in effect. During 1924 the Governor has also granted nine reductions of sentence to prisoners, and nine pardons to restore citizenship of paroled prisoners. There have been a total of 723 parole applications heard by Parole Commissioner Edward M. Parrish this year, according to records of the parole office. A total of 151 applicants were recommended for parole and 340 applications were declined by Mr. Parrish. The number of parole applications received has more than doubled in the past two years, Mr. Parrish said. Last year 726 applications were received and in 1922 there were approximately 370, he said. In the first ten months of this year Governor Ritchie has granted the exact number of paroles given during the full year of 1923, the records show. Of the 134 prisoners paroled this year, State and county liquor law violators were more numerous than other types of offenders. There were 18 paroles granted to such violators. Next in number were 14 convicted of larceny, and nine convicted of manslaughter, the parole records show. Three of the 14 paroled prisoners who violated their paroles during 1924 are still at large, Mr. Parrish said. An amendment to the articles of home i incorporation of the Williams-Kirk through choice. He is being deported by the Immigration Bureau. Two months ago in Philadelphia Brooks, who was a steward aboard the steamer Delisle, which makes Baltimore her home port, was arrested and accused of smuggling a stowaway into the Pennsylvania port. Brooks admitted the charge and said that he received $120 for his part in the transaction. He was given a short jail sentence and then went blithely on his way. He was arrested in Baltimore by Immigration Inspectors and accused of being an undesirable alien. The Washington officials agreed with the Baltimore men in regard to Brooks' status and he was ordered deported. Veneer Company was filed changing its name to the Williams Brothers Veneer Company. Injured in an automobile collision and left on the pavement of Mercy Hospital was the experience of Wm. V. Nickel, twenty-three, 129 South Broadway, Baltimore city. Nickel said he was driving a truck of the Fairfield Farms Dairy north on Exeter street about 3 A. M., when au automobile going east on Fayette street struck his vehicle. Nickel was thrown out. He said the driver of the automobile returned, picked him up and drove to the hospital, where he left Nickel on the sidewalk. Nickel obtained the number of the man's car, and the police arrested Paul Ensor of Parkton on charges of failing to give information after ail accident and failing to give right of way.
