Leon C. Faulkner, superintendent of the Maryland School for Boys, at Loch Raven, will quit that post May 1st to assume duties of a similar nature at an institution in New York State. His salary in New York will be $5000 per year during the first term. As head of tlfS Loch Raven institution he received $3600 per year; both positions include maintenance besides salary. In a letter to Walter H. Buck, chairman of the executive committee of the Civil Service Association of Maryland, Mr. Faulkner said: "It gives me great pleasure to testify to the splendid and efficient manner in which Oliver C. Short, State Employment Commissioner, has met the needs of this institution in the matter of furnishing State employees. "Previous to the organization of the State Employment Bureau I was at times under the necessity of giving a great deal of attention to culling out and sorting the many applicants who replied to advertisements for help. Now, when the need arises four or five competent individuals are certified to the executive heads and proper parties obtained at a large saving of time. I am also pleased to observe no political considerations have entered into the discharges of the duties and affairs of the office of the State Employment Commissioner. Politics in this department, in my judgment, would be suicidal to the best interests for which the latter was created." CHARLES W. SEES BUYS MOR-GENSTEIN BROS. FARM. 'RATTLESNAKE BILL" FREED ON CHARGE OF GAMBLING. Volunteer firemen and their friends of Hampstead and neighboring villages in the "upper end" of Baltimore county rejoiced, for a jury in the Circuit Court at Westminster acquitted "Rattlesnake Bill" of a gambling charge. A previous trial had resulted in a hung jury. It all began last August, when Thomas H. Zepp, more popularly known as "Rattlesnake Bill," was arrested twice on the charge of running gamlbing devices during a fait given for the benefit of the veteran firemen at Hampstead. Later he was fined $25 and costs. He appealed his case and asked for a trial by jury. It was granted him in November, but the result was nil, as the jury disagreed. This week the case was again heard. Within 40 minutes after the jury went out to deliberate a verdict of "not guilty" was rendered. ----------o---------- VALENTINE SOCIAL HELD AT DUNDALK. Motoring accidents will be greatly reduced if not practically eliminated if every driver of a car will follow the "Five Uses of an Automobile Driver" as set forth by Richard E. Kroopf, supreme regent of the Royal Arcanum, in a safety address recently in Chicago. "First of all, use your head," counsels Mr. Kroopf, who recently launched a campaign for conserving life through the prevention of accidents among the 1300 councils of the Royal Arcanum in the United States and Canada. "Using your head means keeping it, too. As many accidents occur through 'buck ague' and indecision as from slippery streets or over-bright lights. "Use your driving sense. It is no excuse to say that you were not aware that your brakes were faulty. Make sure your car is in proper shape before you drive in traffic. An automobile is an engine of destruction if improperly handled and you are responsible for it. "Obey all traffic rules and signals.
