AUTO COOPERATION REGARDED AS ENDED—CLUB
LIKELY TO BE BARRED FROM LEGISLATIVE PARLEYS
Breach Of Faith Charged—Counsel Defends Introduction Of Bill
Disliked By State Roads Chairman And Which Caused W Him To Resign From Auto Club.
Cooperation of the Automobile Club of Maryland, the Automobile Trade Association, State Roads Commission and State Commissioner of Motor Vehicles in preparing automobile legislation is regarded as having ceased.
This view was expressed by two of the four agencies concerned following charges made by John N. Mackall, State Roads Commissioner, that the Automobile Club of Maryland broke faith with the other three when, single-handed, it prepared legislation introduced several days ago at Annapolis.
John E. Raine, secretary of the Automobile Trade Association, who is supporting Mr. Mackall's charges against the Automobile Club, said:
"Inasmuch as the club violated the agreement of the conference it is unlikely any of the other parties will be willing to take part in another conference in which the Automobile Club is represented. If the Club changes its stand in the matter, that might be possible.
"I see no reason why the other three bodes will not continue to cooperate in preparing whatever legislation is planned to be introduced at Annapolis."
Mr. Mackall said as far as he is concerned the Automobile Club would be excluded from future conferences of the four bodies. Follow Ing his charges of broken faith he resigned from the club. He has insisted that his withdrawal be accepted. It has not been acted on yet.
In reply to the statement said to have been made by H. M. Luciuss, secretary of the Automobile Club, that he notified all other parties of the group before presenting his bill, Mr. Mackall said he had proof that none of the other three agencies received any such notice. H^
E. Austin Baughman, State Com missioner of Motor Vehicles, declin ed to comment on the issue. He ;said:
"I consider it a controversy be tween Mr. Mackall and the Automo bile Club and I do not care to state my views of the matter. However, I do not believe that the four agencies will meet in another joint conference."
J. Leroy Hopkins, counsel for the Automobile Club, issued a statement, part of which follows:
"The only bad faith with which the Automobile Club of Maryland could be charged Is that it stood with the motorists, the farmers and Hie business people of the State when Mr. Mackall's ideas and wishes were in conflict with their interests. Mr. Mackall insisted upon a law prohibiting a motor vehicle from stopping at any place on a State road which was not wide enough for three lines of traffic.
"He has built nearly all of the roads only wide enough for two lines of traffic and in many places a motor vehicle could not get back on the road without a derrick, especially In wet weather, if it pulled off the hard surface of the road. The trucks which haul milk from the farmer to the city would be forced out of business, the retail merchants could not

A fine of $101.70 was imposed on the Bethlehem Steel Company at Sparrows Point by Justice Joseph J. Rettaliata in Eastern Police Court, Baltimore City. This was the final step of city officials in their prosecution of the company for allowing oil to leak into the harbor through a broken pipe line.

The Secret of Success-
Youth: "What is the secret of your success?"
Prosperous Merchant: "It is not a secret. I tell it as often as I can, and every sensible man can do as I did."
Youth: "And what did you do ?"
Prosperous Merchant: "I saved my money—first a penny at a time in a little home bank until I had enough to open a savings account at the bank. Then I added to the account every cent I could spare. Almost before I realized it I had saved enough—with what the bank was willing to lend me—to open a small business. From then on my success was rapid."
