James Stiffler, who shot his father, Samuel Stiffler, and who barricaded himself in his home in Carroll county was apprehended by Carroll E. Stansbury, head of the Baltimore County Police Department. On Sunday evening last, it is alleged, the son, who is 40, was drunk and drove his father, who was past 70, from his home at Hoffmanville, in the "upper end" of the county. According to Frank Stiffler, a nephew of the slain man, the old man came to his home, a distance of two miles, and told of a fight with his son. Stiffler asked permission to spend the night, according to his nephew, but later returned to his lonely cabin in the woods. P. J. Hahn, of Manchester, passed the cabin Monday morning and heard groans. A search disclosed Stiffler lying on the floor, apparently near death. Hahn declares Stiffler said his son shot him. Hahn, after hunting in vain for a doctor, took Stiffler to the office of a physician in a nearby village. They have been increased, he declared. He asserted he will allow no increase that will raise the tax rate above the 27 1-5 cents recommended. He added: "Of course, I cannot allow the propaganda which the school authorities have spread over the State to have any effect. The methods being used are such that it really ought not to have any effect. "For example, some teachers are actually making their pupils write letters direct to me for their parents to sign, and I have good reason to believe that the parents are being told that if they do not sign them their children will be punished. "I have no right, of course, in a matter of this importance, to let this kind of propaganda influence my final judgment as to the amount I will recommend, and I will not. The only things which will influence me are the needs of the schools and the needs of the taxpayers." Mr. Cook told the committee that the cuts will interfere with the training of competent teachers, citing reports from county boards to prove his contention that the schools have not been allowed enough. Mr. Cook stated to a representative of The Jeffersonlan that if any teachers were forcing pupils to write letterrs, or making threats, it was done entirely without knowledge or approval of himself or the county superintendents. He added: "I have heard that such a thing g has occurrred in one case. I called the county superintendent. He knew nothing about it, and will look into the matter. "There has been absolutely no statement from any official quarter that the school budget was cut in half for the benefit of the roads.
