Gonsideringtbat the proximity of fori A- dams rendered it necessary not to leave that part of the country open to the assaults of conspirators, they advised Mr. Meade not to comply with the request. Other reasons, which we chose not to no- tice, were also assigned, of a vary valid na- tOre ; but which prove the fidelity of the citizens to (heir country. It seems as if congress really slept over their dutj.—or that the miserable and pitiful has been'agitated in t'ffe supreme court of artifices of a certain intriguer at th- seat of government had been employed to distract the public couneils, in order to favor con- spirators. It is our solemn opinion thai such is the fact. It is really time that con- gress should exhibit some activity in repress- ing conspiracy and intrigues. New-York, via. " Whether the fiost-masters are liable for bank notes stolen by their clerks out of letters delivered at their offices for transport,¦Hon by the mail ?"—In Eng- land they are not liable ; but the provisions of our pest office law are different from those of England. Judge Livingston gave it as his decided opinion, that our post-mas- ters were liable. The rest of the court gave no opinion upon this point, it not being in their opinion necessary to the case. The opinion of judge L. is however highly im- portant, as he is now appointed one of the judges of t'ie supreme court of the United States, the tribunal before which the questi- on must be ultimately ¦decided. States, was this day taken up in the house of "represen- tatives, after having been postponed from time to time, .'.nd the greater part of the day was spent in discussing it. Altho' this bill has been introduced at the special i*com- mendatJQR ofthe president, contained in the niessu one doubt, principally aimed at Burr's projects, yet it has experi- enced such delay, that it will probably go a very jivr-'e ' . rds effecting the object intended. The first section was objected to on the ground that it would grant a dan- gerous power to the courts of the U. States; & a motion was accordingly made to strike out; a great at section. This sec- tion was defended by Mr. G, W. Campbell (of Ten.) who observed, that he had hoped such a law would be passed by the house, as soon as they should have it in their power on the supposition that it was esseniio.iy ne- cessary at this time to the safety of the Unit- ed States. The house, however, agreed to the resolution for striking out, 68 rising in favor of it. The bill underwent several amendments, and the committee of the ¦whole rose without coming to any decision on the subject," NOTICE TO MARINERS. The undersigned his Danish majesty's charge des affaires and consul-general near the United States, hereby informs all those whom it may concern, that for the assist- ance of mariners navigating the belts and eastern coasts of Holstein, a light house has been built at Fakkebierg, which is situate in N. N O, 1-4 of a Danish mile from the most southerly point of the island of Langeland, and which, in consequence of the elevation of the hill, is at nearest 125 feet above the level of the sea. P. Facts.—General Wilkinson did apply to ?he acting govern r of the Mississipi terri- tory for 500 militia. Mr. Meade requited to know for what purpose—no answer was given for several days. We are authorised to state from unques- tionable authority, that James liilsun, who was secretary to the Wood county meeting last fall, has been arrested as one of Burr's adherents, was examined before the ma- gistrates and found Guilty. It is also stat- ed, that on the 24th, there were between Pittsburg arid Marietta, IOOO of Burr's men on the Ohio river. Xj^fg' Ga&.~^ The Murderer, fames Jameson, who lately escaped from the jail in Harrisburg, has been taken in Heading, and is again safely lodged in the prison he fled from. The governor of Jamaica issued his pro- clamation on the 27th November last, pro- hibiting the importation into, and exportati- on from that island, of such articles ft at present permitted in vi BsV) I la long- ing to neutral states, after the 27th day of May next. [A'. Y. paper.] SP/1NISH ROBBERY. Extract of a litter from captain Swain, of the brig Alexander and Sail;\ of Ncwburyport, to bh owner, dated at Malaga, October 6, 180,6. At sea, oil board the brig Alexander and Sally, Rock .f Gibraltar bearing W.S.W. distance about 9. or 10 leagues, it being quite moderate, discovered a launch rowing towards me from the Spanish coast—when at the distance of a musket shot she fired a swivel ; the ball pa en me and the man at the helm—I immediately hoist- ed my colors and backed my lopsail—- he came up and hailed me, and ordered me and my papers on board, which 1 executed —They then ordered my men on. board the launch, and sent me on board my vessel, attended with four Spanish villain! armed, who conducted themselves into the cabbin, and orderd me . n also, driving the rest of the men forward ; two of them stationed themselves at the cabbin doors ; the other two ransacking c trunks, lockers, and every place where they thought ui ney might be concealed—They robbed from jue and the crew about 150 dollars in cash, and about too dollars worth of sundries, such as spy glassesj watches, pistols, &c. and after having effectually searched the vessel, they very courteously left her." A detachment of the U. States' troops, consisting ol about 30 men, mostly lecruits, marched into this city on Thursday last, to do duty at the tort. They came from Staun- ton (Virg.) [iW.] The attempted assassinatim of the Fr$n(h cmfirar, is thus stated in a private letter frcm Leipzic t " It appears that when the French em- peror passed through Weimar, he was fired at from a window, by a person unknown. The ball unfortunately missed him, on which be instantly ordered toe place to be given up to fire and sword ; and', we arc sorry to add not a house is standing either in Er- furth or Weimar." We do not answer for the cause, but the effect is certain. Before bis honor Flekfy-- 1 Dyer, esq. solo nuniisary. ¦ 1, 18o6-. Nancy, Olcott, master.—Mr. Armstrong, solicitor-general, prayed the claim by him giv- en, (in behalfofthe ciihens of the U. S. of America) tobe admitted, & the ship, cargo& private adventures to be restored as claimed. Mr. Kerr, on behalf of the captors prayed the laid claim to be rejected, and the said ship cargo, and private adventure to be con- demned. When his honor the judge di- rected the said claimant to exhibit attestati- on, to explain the circumstance of the ship- ment of Hartshorn and Watson, being con- signed to him, without any letter of instruc- tion appearing, and to negative his having any concern in the said liansaction ; where- upon the solicitor general forthwith exhibit- ed attestation of Ins said party, &c. i!'S huiiortae j g heard proofs, ,t with the ..it read, and the - \- proc tors on both n, by iuti decree, pro- nounced the said shipment of liartshonie & rio, or other subjects of .Spain, & as such or other- wise, liaole to confiscation, and condemned r e same asjjood Mtd lawful prize to the captors -admitte I I -ec'aim of the master, ;; Hartshorne and Watson, and in supply of proof respecting the same, an at- testation upon oath, made on the 21st day of August last, by Robert G. Watson, one of the firm, before J. W. Patterson, notary public, at New-York, declaring the goods to be the property of his said firm ; but a commission of inspection of ship and cargo having been issued from the court, the mar- shal accidentally discovered a quantity of papers concealed in a box, forming part of that shipment, ftom which papers it; clearly appeared, that a considerable part, if not the whole, was the property 01 Bartoloine Si- berio, a passenger on beard, and other Spani- ards residing at Havana. When men so far forget all their moral & civil duties, and thus violate that sacred law of public faith, as has appeared in the pre- sent instance, it is to be hoped, that as well the innocent owners of the ship, as the ship- pers of property on board of her, may re- cover the full amount of all the damages they have sustained or yet may sustain, by reason of the capture and detention of their property, against the persons by whose highly criminal conduct they have suffered. It cannot be doubted, but that an honest ju- ry, in a district court of the state of New- York, upon proofs ofthe fact being, produc- ed to them, would, by their verdict, shew the abhorrence with which good men look upon practices of this nature. Clay, it was again re-committed for the purpose of amendment. The house went into a committee of the wdxle on the "bill to provide for thepunish- ment of certain crimes against the U. States."
