General Winlock, who commands the
detachment of militia, now on dmy at the
falls of Ohio, has arrested Mesas. Thomas
M. Winn and Samuel N. L'uckett, bath of
Jf fierson county, on suspicion of being
concerned in col. Burr's expedition. Four
which they were preparing to send
lave been detained, and themselves
bound in a recognizance by judge Ormsby,
>ear at the next circuit court, the for-
sum of 5000 dollars, and the
10 dollars. Another boat,
found on t"a Indian side of the Ohio, and
long to Djvis Fioyd, has
| also been detained.
General Winlock repaired to Louisville
I on tne 26th ultimo, and positively asserts
no boats or other cratt have passed the
falls since that time without examination.
Captain Samuel Phillips, of Jefferson
county, informs the general that he passed
colonel Burr on the 31st ult, at anencamp-
I'oein near the mouth of Cumberland river,
where, it is conjectured he iaendeavoring to
collect his troops and provisions.
The above information was communicat-
ed to the governor by express, the evening
before last.
It is reported that colonel Burr has three
or four hundred men assembled at his en'
encampment. - If the latter should be his
whole force at that place-, colonel Ramsey, of
Livingston county, wl|o is authorised va : the
executive to callout eight companies of mi-
litia, will give a good account i -

rouse that generous spijfitof parrlotljm which
was necessary to the oomoletWQ of that re-
quisition, and permit me here to express
the pride which I felt in (he prompt .ear
zealous co-operation which I received from
the officers and men of the territory—it
will Stand on record a monument of their
devutian to their country, and has given
this executive the pleasing assurance that
the people of this territory will never be
backward in defending thiose rights, and pro-
tecting th sse privileges which con
tltcm the freeest and happiest people on
earth, 'Jut, gentlemen, I have to regret
that the military pride of the territory could
not have been displayed in a Way more sub-
stantially beneficial to the real interest of
our country ; I had fondly hoped that the
crisis had arrived when we might avenge
lie; 1 i.jig catalogue ot injuries received from
a Iroilblesome and injust neighbor :—and
thereby, removed the cause of many fears
which will ever hang over us, so long as
they occupy our vicinity. How far the
c >mmandini c served the
views ot the general government, is for
that government to decide ; but as their
fortuitous representative, I have no hesitati-
on in Baying, that we never can be sate until
the Floridas are owned by the United Si itt s,
and therefore was 0! opinion that We should
embrace the earliest opportunity of taking
them by force- The Spanish government
has been forward in giving us causes af of-
fence, and have repeatedly done those things
which would justify hostilities on our part."
AH these resolutions were ordered to be
entered en the journal cf the house unani-
mously.
The house then adjourned.

CURDUS PHENOMENON.
There are few subjects within the sphere
of natural philosophy, which are involved
in more obscurity, than those which ralate
to the variocs changes of the itmosphere.

and continued at that point lor almost half
an hour. This change in the temperature
of the atmosphere was accompanied by one
in its aspect. Tiie earth became suddenly
enveloped in 1 fcg of' uncommon d<
resembling smoke. How shall we account
for the circumstances of the fog ? It
ueially observed that ¦hen the a,rn,.sphere
is in a fo ;.' / state, the temperature is rather
a arm to the sel i of that
which is generally termed relaxing. But
in this Instance it wa:.....rnded by a degree

quite unparalleled. The cold was of loo
short duration, to be observed by those who
