Gentlemei' of the City Council, IN entering noon the annical leport, required to be made by the act of incorpora- tion, 1 fiiid sufficient cause to congratulate you upon the uninterrupted health which the city has enjoyed, during the whole of the past yeai ; open its prosperous ,.r;d im- proving trade ; upon its increased w upon die progress of the works of a pub- lic nature, commenced and promoted by its inhabitants, for securing a regulai and .plentiful supply of wholesome water, ami for extending the benefits of its Commerce ; upon the harmony that pervades social in- tercourse, and the spit it of industry a ad improvement that is every where perceived. For circumstances so favorable to our city, I devoutly mingle my gratitude with yours, to that benignant Providence whose w isdom is ever directed to the least communities, as ¦wellas to the greatest. The act of the Genera] Assembly of Ma- ryland, entitled " An additional supple- ment to ari act, entitled ' An not to Baltimore Town, in Baltimore county, into a city, and to incorporate the inhabitants thereof," passed in November sesS'On, 1803, proposing certain, alterations to be made in the charter, .s, according to its purport to Vie submitted to the consideration of the first Branch of the City Council. I submit it, therefore, in the confidence that whate- ver may be the determination relative to these alterations, it will br founded in wis- dom, and a just view of the interest and welfare of the city. Mr. Goldsborongh offered a new section, to repeal the eighth section of the aforesaid act, so as to allow justices of the iieae jurors, in the district of Columbia, the same fees as they were formerly entitled to, un- der the laws of Maryland, which was adopt- ed. The committee of the whole then rose, and reported their agreement to the biil,-with the amendment, in which the house concur- red, and ttie bill was ordered to be engrossed for a third reading to-morrow. The house went into committee of the whole on the bill to prohibit the importation of slaves, after the 3 'St December 1807. Mr. Early offered an amendment, provid- ing, that all slaves brought into the United States should he forfeited, to be disposed of as the laws of the several states might direct. This amendment occasioned considerable debate : it was advocated hy Messrs. Early, Marion,, J. Clay, Holland, and Alston, and opposed by Messrs. Snulie, I;idweU, Sloan, Bedinger, and Goldsborongh. Before the question was taken upon it, Mr. D. R. Wil- liams moved that the committee of the whole rise, rep'-rt progress, and ask leave to sit again, which was carried ; and then tbv house adjourned.
