the destruction of foreign traders ? No one
is ignorant that Domaicq caused to be pub-

Is it not this same Domaicq, seconded by
Langlade, who, during the sojournment of
the emperor in the South, had persuaded
the merchant Broc.ard and the physician
Dauranson, established at'St. Marc, that
Dessalines would cause them to be put (o
death ; that the only means to avoid des-
truction was to fly ; and who, confiding
to him their secret, he caused to be arrest-
ed at the mornent of their flight, had them
assassinated, and seized on their fortunes.
Francisco Stella and Joanis Jordanis, Ita-
lians, who had been established at Aux
Cayes, is it not upon the denunciation of
Charles Vire, the father, that they ha*e
been prosecuted as agents of the English
and French, protected by gen. Gefrard ?
Has not this conduct been repeated until
you cannot find a white merchant among
us I
The cause of the civil war with Rigaud,
was it nut because gen. Toussaint had been
opposed to the massacre of the whites at Jc-
remje, whilst Rigaud was desir.ms that they
should be destroyed after the evacuation of
that quarter by the English '? And in the
£outh have they not reproached general
Toussaint with the potection which he had
given to the whites, accusing him of favor-
ing the emigrants.
Confiding in these preyerse men and be-
lieving them still succeptable of remorse,
I had convoked tl« assembly of Hayti at Port
au-Prince ; 1 wish to give a proof to our fel-
.; that I have no desire to influ-
ence their will ; but these rebels have found
in my loyalty itself the means of coining
"better at their objsct, coercing by force and
art, the votes of that assembly ; they envi-
roned with bayonets and terrified those de-
puties, whom their insedious caresses could
not gain.
They had, by a bad faith of which they
alone are capable, triblcd the number of
deputies from ihe two divisions of the south
and of the second of the west, and obtain-
ed by that means a majority of numbers,
independent of the terror inspired by their
armed force.
The first division of the south contains
^he parishes of Aquin, Saint Louis, Cavail-
lon, Cayes, Turbec, Port Salut, Couteaux,
and. Tiburon.
The second division includes l'Anse-a-
"Veau, Petit Trou des Baradaires, Corail,
Jcrernie, Abrecots, Dame Marie, 1' Anse
d'Ainhanlt, and St. Michael de Miragoane.
The second divisionof thewestis compos-
cdof the Croix-des-Bouquets, Port-au-Prince,
Leogane, of Grand Goave, Petit Goave,
Jackmel, Bay net, and Manigot.
These, which make in all 24 parishes
for these three divisions ought to be the to-
tal number of deputies nominated, for this
was the mode of election followed in the
two divisions of the North and the first of
the west. Far from having observed this
equitable regulation, they have tribled the
•number of deputies and have employed,
besides all that intrigue could suggest, to cir-
cumvent the deputies cf the North, and se-
cure their su'rrapes.
It is therefore clearly proved, that these
last have not only been intimidated by the
force of arms, but have also been influenc-
t'd by the number of illegal deputies fiom
the two divisions of the South and the se-
cond of the West.
It it be hoped to make them sign, against
the admonitions of theft conscience, these
acts contrary to the commands of their con-
stituents, is it imagined that their constitu-
ents, will consent to submit to it 1 No ;
never ! after combatting sixteen years for
,their liberty, and for that independence
which they this day possess, they will not
sacrifice ,tho.-e precious treasures to become
the subjects of Petion and his band of up-
starts. These unworthy men have compel-
led me to draw the sword from its scabbard
to reduce them to reason. I have marched
against Petion; I have cut his army in pieces;
a sentiment of pity arrested me at the gates of
Port-au-Prince, which I was about to enter,
when I reflected on the evils to which that
rebel city had l.-en already devoted ; that
city, where has been shed the blood of so
many true friends of liberty ; and where,
particularly, had-been concerted the niasa-
crp of (he hundred Swiss. I iccdled

All their efforts shall not enable them'to
escape from the just chastisement which I
intend. I have the sword in hand, and
will preserve the freedom of our country,
in spile of Petion and his adherents; I will
re-establish tranquility and the power of
the law, and I will not take to myjelf a
moment's repose until I have seen happiness
established in the midst of our fellow-citi-
zens.

CURRACOA TAKEN.
We. received last night a Jamaica paper
of the 24th ult. which sa»s—Arrived at
Fort Royal, the frigate Anson, captain
L.dyard, from Curracoa, with 300 prison-
ers and the colors captured at that Island.
The place was taken on the 2d instant in
a most gallant manner, by the frigates Ara-
thusa, Latona, Anson and Fisgard.

" Yesterday the council of appointment
met and made the following appointments :
Tillotson, secretary of state, vice Jenkins,
removed ; Matni in Livingston recorder, vice
Pierre C. Van Wyck. removed. Adjournment
until to-day. This day- they met, but made
no appointments'. Parties stand about thus
in the house of assembly : Clinton 46, Lew.
is 38, Federal 16. The Clinton party have
had a meeting h made the following nomi-
nations : Danitl !). Tompkins for governor,
and John Broome for lieutenant governor.
And at the same time the Lewis party had a
meeting,and they made the following- no
ruinations : Morgan Lewis for governor,
and Thomas Storm for lieutenant governor.
The federalists don't take any part in the
nominations."
Other letters mention, that judge Thomp-
son declines accepting the mayoralty of
New-York.

nuing- in office Abm. G. Lansing, esq. trea-
surer of this state.

The brig Commerce, Child, of Warren,
21 days fifcm Havana. The brig Peggy,
Jones, was to sail for New-Ycrk, in 12

both for New-York ; and brig Hannah,
from Salem, for ditto.
The brig Fame, flam, of N. Providence,
14 days from Savannah. Feb. 4, off Tybe,
light, spoke ship Favorite, of New-York,
24days from Jamaica for Savannah. 18th,

with the rigging. .

The ship Enterprize, Patterson, from
Bordeaux, and 14 days from Halifax, was
driven ashore on Tuesday, about 60 miles
south of the IT.ook. CjrgfJ landed. The
sloop Firjt Consul, bound to St. Croix, is
ashore in the Cove, boom gone.
The letter bag and passengers in the ship
Mississippi, Skidmdre, from London, ar-
rived in town yesterday. Mr. //. C, Dwer-
kagejr, of Baltimore, is bearer of dispatches
for government. Tills ship sailed from
Cowes on the 5th ult'. .. A ship from Balti-
more, for Amsterdam, put in there the last
of December, with the loss of her rudder.
The cargo of the¦ Mississippi was landed on

the bill, to continue in force for a further
time, the act prohibiting the commercial
intercourse between the United States and

sissippi territory, Jan. i.9, to a gentleman
in Wadiingtsn.
Mr, Burr alledges that the correspondence
which it is said that he has carried on with
gen. Wilkinson containing plansfor invading
the Spanish provinces, &c. emanated as lie
can prove, from the Marquis Yrujo ; who
fabricated these letters to injure him.

Havana Feb.. 5, to sail in 10 days ; and the

WASHINGTON CITY, February 25.
Wo have receiveda letter d-ted Natchez,
January 26, which states that Mr. Burr had
been liberated on bail, in the sum of'ten
thousand dollars, and that he had returned
to his boats. '
A letter, dated New Orleans, January 23,
states that a grand jury had found a bill
against judge Wort man and Mr. Kerr, with-
out, however, specifying the charge. ;

Greenville (M. T.) under date of iQh
January last.
" Our territory has been in commotion
for some time past, in consequence of A.
Burr's arrival. After raising and marchine

the militia, a committee was appointed
to go and examine colonel Burr's boats—-
they found thirty or forty rifles and mus-
kets, three or four pounds of powder, two
hundred barrels of pork, and several trunks
of books, and some other small matters.
Burr has given security to stand his trial at
our next circuit court, and peace and tran-
quility is restored to the territory. I be-

The bill making further appropriations for
the fortification of ports and harbors and
for building gun-boats,- was yesterday read
a third time and passed ; as also was the bill
in addition to the act making pr6vision for
the payment of the whole e-l'the public debt
of the U. S.
Mr. Randolph, from the committee of ways
and means, presented a bill making appro.
priationsibr carrying into effect certain trea-
ties between the If. S.and the Cherokee &
Yonkegohaw tribes of Indians, which was
referred to a committee of the whcle,to-mor-
row.
Mr. Randolph, from the same committee,
also presented a biii to anr-nd the act regu-
lating and fixing the compensation of clerks,
which was referred to the committee of the
whole to morrow.
Mr. Morrow, from the committee on pub-
lic lands,. to whom was referred the bill from
the senate, to prevent settlements being
made on lands ceded to the V. S. unless au-
thorized by law, reported their agreement
to the same with amendments.
Mr. Morrow, fiom the' same committee,
to whom was referred the amendments of
the senate'to the bill extending the time
of locating "Virginia military warrants, &c.
reported their agreement to all the amend-
ments, except one.
The bill providing for the payment of the
expences incurred by military preparation
for the defence of the Michigan Territory
against hostile Indians, during the year
1800, was read a third time and passed.
A bill authorising the settlement of the
accounts between the United States & Wm.
Eaton, was read a third time and passed.
T'he house went into committee of the
wdiole on the bill making provision for the
disposal of the public lands situate between
the United States military* tract and the Con-
UKCticut Reserve, and for other purposes.
The committee rose, reported the bill, and
it was ordered to be read a third time to-
morrow.
The house went into committee of the
.whole on the bill to alter and establish cer-
tain post-roads. Sundry amendments were
