It is impossible to publish the following communication, without comment upon the . infamous and dishonest transaction which it records.—This coaimtinication comes to us from a respectable, perhaps" authentic source- Had Willaumez's letters-been intercepted on the high seas, on board of a Fiench ves- sel, not a doubt can exist that they would have become English property by the Lvms of ivar, and might have been disposed ac- cording to the >•¦ ishes of the English agents. The 7iath»tal letters ; those addressed to the minister of marine and to general Turreau, might have been seized, examined and pub- lished. The laws of civiihed war would have protected she letter to commodore Bar- ney from a public and profane disclosure. Instead of floating on the high, seas, they were deposited at Norfolk. Instead of be- ing captured in an enemy's bottom, they were found within the limits, on the soil and under the roof of a neutral country. What then is the fact ? Not that these letters were icepted on the .sea ; but stolen on the d ; purloined from the box in which it was safely supposed they would be safe ; their seals broken; and their contents pub- lished to tLie world. Their bearer did not deliver them up, unsolicited and uncorrupt- ed. He was not even hribedbv British gold to betray Sis trust—No. There was not even this miserable quid pro quo, to give a shadow of right to them. The bearer, as it turns out, was thou ..hrless, but not false, and whilst reckless of the dishonesty, which threatened his own property, in the very bosom of a virtuous nation, his box was rifled;,and the, most valuable of its con- tei 13 literally stolen. By v. bom ? We do not accuse the editor of the Ledger of any share in this dishonest transaction. We believe him to have a soul above it. But he is most probably ac- quainted with its agents. Let him then expose them ? and let him declare, whether it was not executed by the agents of the same cabinet, which purloined the papers of Arthur Lee at Berlin, copied, and then returned them to his bureau. Let then the authenticity of Willaumez's lelter be admitted, .and what do 'hey prove ? Why only that a proud and petulant French admiral has spoken of ovjr nation and our eo- vernment, in such contumelious terns as disgrace his own understanding. It would have been fairer in him to state, that the said let- ters which were landed at **»***, (n) with the bearer thereof, who, for greater safety, had put them in bjs trunk, which be had concealed in a box of sugar, have been'inter- cepted by some nefarious villains, who, sur- prised at seeing an officer bring with him a box of that commodity, suspected the truth, and availed themselves of the levity and thoughtlessness of the owner, who, in order to get sooner to Philadelphia, incautiously , left it in. the care of some persons, to whom he recommended very particularly to send it after him as soon as possible, and who ei- ther through neglect or connivance have gra- itified the curiosity of those who suspected 'that the said box contained something mys- terious ; that it was consequently broken open, the trunk found, and therein the dis- pjtches, which were taken out : that the box and trunk being carefully closed up a- gain, were forwarded to the owner, wlio, at 1 the receipt thereof, finding himself robbed of the very object of his mission, thought it best not to wait on those to whom he was to deliver the said letters. Ii'tue preceding communication and re- marks had made their appearance ill some of the democratic papers, we should have tho't them unworthy of notice. We are astonish- ed and mortified that tUu respectable editor of the iv.Kiuirer would suffer himself to be duped by such a stupid communication, which he has ushered into notice in a man- ner so grave and solemn ; the absurdity, ma- lice and falSjiood si.imped upon the fuc j of this communication, should have demand- ed a pause. But says the Enquirer, this com- munication comes from a-respectable, per- haps authentic source ; now we shall shew (and without being under the necessity of Stating in what manner these letters came to our hands) that the source of Mr. Ritchie's information, is neither authentic nor respec- tahle, if lac" is necessary to establish auxuen- ti'-.ity, and truth necessary to support res-, pectability. We tnjght avail ourselves of the absurdi- ties in the communication itself, to prove its falsehood. We might notice the folly of leaving dispatches ofrhis nature in the hands of ptrsons unknown--We might notice the inconsistency of ordering dispatches for ge- neral Turreau at Washington, and commo- dore Barney, at Baltimore, to bo sent toPhi- l.idelphia. Ifwe might not ask the name of the person, in whose-care they vere left at Noribjk, we might ask by what vessel the bearer and the box. of siigar came ; but we will not puzzle the respdetavfcfriend of Mr. Ritchie -, a plain fact or two is enough for our pttrp e. The letters alluded to were published in the Ledger on the 14th of Ja-vuary ; the last of those letters is dated the 10th of No- vember. It follows then that this box of sugar, and the dispatches therein contained, must have entered at Norfolk from the Ha- vana, between the 30th of Nov. and the . January. We assure oar friends, that there has not been one box of sugar land- ed at Norfolk, out of any vessel from the Havana, from the 10th of November to the 14th of January. Nay more, there has not a vessel of any sort arrived from the Hava- na, at this port, from the 10th of November to this day. Now pray siocet and respecta- ble Mr: Correspondent of the Enquirer, how did this boix ofVugar get to Norfolk? Still more to your confusion learn, that there ha_ not been a box of sugar imported into this port, from any of the ports in the neighbor- hood of the Havana, between the dates of the 10th of November and the 14th of Janu- ary. For the truth of these assertions we can refer any person^*who pleases to make, the examination, to the entries of the cus- tom-house at this place. Now we should be glad to know how the respectable correspondent of Mr. Rit- chie, will get over this detection of his falsehood ? We know that he will sbtise the Editor of this paper, he will tell him of. his employers, the English, and such like stuft, but all this will not exculpate a detect- ed calumniator. We havg upon a former occasion stated the conditions on which we will inform the public how the letters came to our hands ; that is an admission of their authenticity : our friends will do us the justice to believe that we adopted no unworthy means ; and, until their contents had been detailed in con- versation, we knew not of their existence— we asked a perusal of them, it was granted, our duty demanded that they should be made public.
