Sir, IT seems to me rather extraordinary tjjat fhtJ state of Maryland, which is considered one of the most wealthy in the union, and distinguished by some other particulars, that add dignity to the character of a -state, should be so deficient in public roads, and particularly on that which leads from the city of Baltimore to Washington. Really, sir, one .would naturally suppose that he was not pacing through a civilized CpMrtry' «Special!y»if at tali season, of the year, ,tbere being* neithe^ bridges, cause- ways'nor roads worth mentioning—the' whole passage appears to be in a rude, uncul- tivated state, like the roundabout windings and chance walks of the savage tribes ; now winding and picking out the way over mea- dows and fences, and through coin fields, with the greatest possible care and caution, for fear of upsetting ; now like the fabled waggoner, sticking fast in the mud, and the poor vexed driver, cursing his ill fortune, ttaliittg on his Hercnlus to help him out again ; whips his horses, and sets his shoul- ders at the wheel ; now upset, turned out of the carriage, and wading* through the stream. Iirieed, sir, I have been'so severely exer- cised in riding from Washington to this place, that I shall not be able to pursue my journey for several days. Federal Spirit.—As far as mv acquain- tance extends, I sec the Spirit of federalism rising in all its strength and vigor. Demo- cracy is daily becoming more contemp- tible, and federalism is assuming new dig- nity. From every part of the state, I hear the most flattering tidings. The federal ranks are again forming—the standard is raised ; and its old defenders, w.ith the ho- nest and independent of all parties are rally- ing round it. Although the federalists may differ in opinion respecting the policy or propriety of nominating a candidate for go- vernor-—they seem perfectly to agree in one thing—the necessity of running full and powerful] tickets for members of assembly in every county where there is a tolerable chance of success. There is every reason to calculate on a happy result. In New-York, Albany, Ulster and Co- lumbia, federal tickets will be supported with certainty of success. [Balance.^ Extract of a letter from an American residing in Great-Britain. " It is very pleasing to perceive that the commissioners appointed to settle the dis- putes between Great-Britain and America have finally come to a satisfactory adjust- ment ; and formed a treaty ot amity, com- merce and navigation between the two na- tions. May it be lasting—and so well con- solidated as to resist the attempts of the en- emies to the true interests of both countries, to destroy or impair its structure. Well- informed and impartial Americans must per- ceive, that their political welfare requires them to watch very warily the intrigues of French influence, and to remember the in- valuable lep'acy of their (treat first president solemnly bequeathed to them in his farewell address. Their period of corruption, decay a ltd dissolution, will doubtless arrive, as it has arrived to other free and happy nations ; but I earnestly hope it will be long post- poned, bv the blessing of Divine Provi- dence, on the wise, moderate and liberal measures of the virtuous and enlightened sons of America ; that before this terrible calamity approaches, millions of her inhab- itants will have passed away, in successive ages, happy in their mental improvements, and in every religious & moral attainment." The British and Foreign Bible Society has commenced a correspondence with the archbishop of Moscow, with a view to the printing the Scriptures in the Russian Ian- guage. At present, it is said, there is but one bible to 16,000 Russians. The Socie- ty has also voted a considerable sum of mo- ney to seine well-disposed persons in Den. mark, who are printing 2000 Icelandic New Testaments, to enable them to add 3000 more to the number, and intend to assist them hereafter in printing the whole Bible. Front the Lancaster 'Journal. IMPUDENT VILLAINY. The informatiom contained in the follow- ing paragraph, was received too late to ad- mit of the necessary remarks. On Sunday evening last, in a public house in the borough of Lancaster, a number of citizens being present, a conversation took place on the subject of the motion made by the attorney-general, to bring Michael Leib before the court in Philadelphia, to answer the charge of conspiracy, &c. On this oc- casion William Duane expressed himself, apparently in great warmth, (we believe word for word, but certainly in substance) as follows : " By God, if the warrant had been granted and the sheriff had attempted to ex- ecute it, in leSstime than twice twenty-four hours I would have had seven handled men at Lancaster. The " thunder and blitz" of the Northern liberties, the Wild Jrsih of Irishtown, and all the butchers of Philadel- phia would have turned out. We would have pressed all the wagg'-ns and carriages in Philadelphia, and made the cartridges-, and cast the balls on the waggons coming up !" The fallowing is the title of the present Grand Seignior. The concluding part of it is said to have given great offence to Bona parte : " We, the servant and lord of the most honored and blest city, the venerable houses and sacred places before whom all i atibns bow ; of Mecca, which God delights to ho- nor ; of the resplendent Medina, and the ho- ly city of Jerusalem , of the imperial and de- sirable citifes of Constantinople, Adrianople, and Buna ; emperor also of Babylon, Damas- cus, of the fragrant Paradise and the incom- parable Egypt ;.of all Arabia, Aleppo & ma- ny other, highly celebrated and memorable > places, cities, and faithful vessels, emperor ; emperor of emperors, the most gracious and all powerful sultan, &c. AN ACT To establish certain post-roads, and for other purposes. BE it enacted by the Senate and House of Representatives of the United States of Ame- rica, in Congress assembled, That the follow- ing post-roads be established : In Orleans.—From New-Orleans to the Balize, and from New-Orleans to the mouth of the Fourche,. mouth ef the canal of At- takapas, Lake Veret, the ferry of Lake Ycret, the mouth of Feache? the chuvch. o£ Attakapas, and the church of Appelousa^s, to Rapides: And the post master-general be, and he is hereby Authorised to allow and pay to the post-master, which may be appointed at the Balize, in addition to the Iffgal fees of office, such sum as he may judjje reasonable, and not exceeding four hundred dollars per annum, as a compensa- tion for his services. Sect. 2. And be it further enacted, That the President of the United States is hereby authorised, to cause to be opened a road from the thirty-first degree of north latitude, to New-Orleans, on the route from Athens to New-Orleans, under such regulations as may be agreed upon for that purpose, be- tween the executive of the United States and the Spanish government. And he is hereby authorised to expend, in, opening the same, any part of the money heretofore appropriated for Opening a road on the said route from the frontier of Georgia to the thirty-first degree of north latitude, which remains unexpended. Beat up in a nnrtar, dry corn cobs ; pour boiling water over them, or boil them in a pot; stir them frequently while boiling — and when cold, give it to your cows, which is neatly, as gooa as boiled pease for milch cows, and certainly a very economical food.
