It wasjobtained by theDromo from a vess I spo- ken at sea, bound from Antwerp to Phila- delphia. The French grand army had gone into winter-quarters behind the Passarge, a river which runs into tiie Vistula, not far front Thorn ; a position from 80 to 100 miles in the rear of Eyhu. Hut the French did not find repose there ; and two battles had been fought with the advanced corps of the Rus- sians, in the vicinity of the French car.toa- 111!' its. The Russians were repulsed with considerable loss. The fact, however, prpveS that Hie Russians had pursued Bonaparte in his retreat from EyW, and had even crowed tU* Passarge to annoy him. Savarv's (late Lanwes's) Corps had also been ordered into winter-quarters. We learnt yesterday, by aa arrival from Rotterdam, that the ^reat loss and severe rebuff the French met at Ry- lau, were the theme of general conversation at Hotterdam. NEW YORK, April 9.7. TROUBLES IN 'VIRGINIA. From the Public Intelligencer (a Democratic paper i) An article has recently appeared in the Richmond Enquirer (a Democratic paper) un- der the editorial head, which boldly de- clares that Mr. Jefferson, by accepting the Presidential office for another term, will prove himself actuated by a despicable ambi- tion. The present writer indulges sentiments diametrically the reverse. The ; upublican part of our citizens aie now considerably dis- united in relation to that individual, who shall, in case of Mr. Jefferson's retirement, succeed him. Some are peculiarly sanguine that Mr. Maddison would be nominated, and others are zealously devoted to the interests of Mr. Munroe. To the printer of the Georgetown (S. C.J Gnzrttc. SIR, Passing through this place, on my way fo the Federal City, 1 happened to take up one of your newspapers, and was astonished by the absurd and notorious falsehoods which Mr. Perkins has introduced into his account of what he terms the arrest of col. Burr. I travelled with the col. from Natchez, was with him till within half an hour of his il- legal seizure, and had just then separated from him with an intention of rejoining him in a few hours. I arrt able therefore to contradict the above falsehoods, from my own knowledge, and being able, I feel it tin act of jusrice tc do so. Colonel Burr was neither in disguise, nor was he going to the Spaniards. His dress was altogether as usual except that he had on a pair of coarse overhauls to preserve his panta- loons from being soiled. He rode on one of the best geldings in the Western coun- try ; he was in the high road to Carson's ferry on the Tmibigbee river, which is the direct and indeed the only road through Georgia, &-C. to the: Federal City, to which place he was proceeding, and was accompa- nied by Mr. Brightwell, the sheriff of Wash- ington county, in the Mississippi territory, whom he had engaged to pilot him as far as the ferry, where he intended to wait the arrival of his servants and baggage who were at some distance behind. It was in this situation he was stopped by Mr. Perkins and Lieut. Gaines, with 8 or 10 men, with- out the color of any civil process whatever, and forcibly hurried on a journey of more than a thousand miles, those who had seized him carefully avoiding every town and vil- lage, least their conduct might be examined into by some judicial power. When col. Burr voluntarily surrendered himself at the mouth of the Bayou Pierre, he entered into recognizance, himself in the sum of five thousand dollars, and two sure- ties in the like sum, to appear before the district court which was to be held shortly afterwards, to answer to any bills that might be found against him. He did appear, and the grand jury found no bills against him. The col. then demanded a release from his recognizance, which the court refused.— Knowing the refusal to be illegal, he troub- led himself no further about the recognizance but set out a day or two afterwards, as lob- served for the Federal City. In private life so amiable was his disposition, and such the urbanity of his manners, that he conciliated the affections of all who knew him—Such was his benevolence, and so dis- interested his pliilanfutopy, tha' the heart of sensibility expanded at the smallest con- cerns of his fellow men. It was enough for him to know their wants. His purse was the treasury of the po W, and his house the asy- lum of the distressed. Hisbest eulogy is writ- ten with tils' tears of the widow and orphan ; how consolatory to his surviving friends aud relatives, and how encouraging for them to imitate his example.
