The Aurora assigns as a reason, for our submitting quietly to the insults and aggres- sions of a petty sloop of war, which has, by proclamation, bean ordered never to eater the waters of the United States, but which has, notwithstanding, taken possession of one of our harbors, that the country is not able to provide a defence ; that it would re- ouire " more than four times onr annual re- * .. -rr. .... .11_______l-.l- *.. In consequence, a severe order' was is .vied from the king himself, that all vessels coin- ing from the United States should perform a strict quarantine of forty days. At first it was reported and believed generally, that the cargoes covild not be landed, or the cap- tains permitted to visit the lazaretto ; but upon further information, we were assured, that the cargoes might be dissharged, and venue:' If we are really unable to defend ! the masters be privileged h_ bcfon our ports against the insults of single sloops of war, then, in the name of decency, let us talk no more of our independence or our rank as a nation. Still, let us not invite in- sults by proclaiming the degrading fact, as is done in the Aurora; that paper, which is read, as the editor informs us, in the very cabinet of Great-Britain, and there consider- ed as the source of the most correct infor- mation in regard to the United States. Can i it be wondered at that we should be insulted ! and set at defiance by a British sloop of war, I -when the government are made to believe, j from the source of most correct information, that lour times our annual revenue would j not enable us to repel it ? But the editor of the Aurora is not an American, and cinnottw supposed to possess American feelings. For ourselves, we spurn the vile calumny. We are mow more able to repel insult, than when we successfully opposed the aggressions of G.B.; as would soon be seen, had we men of either courage or patriotism at the head of our af- fairs. One half the money which has been squandered by the present administration in buying wild lands, for which we have no use, would have been sufficient to protect our patrimonial possessions from the gross indignities to which, for three years, we have been perpetually subjected. But not- withstanding that wanton waste of our re- sources, we are still abundantly able to pro- tect ourselves and to defend our rights. But while we neglect to mak use of the means ; while it is promulged to the world from the sources of most correct information that we have not power to repel the aggressions of a single armed vessel; and while experience seems to confirm the representation to those who make the experiment, we have nothing to looke for but outrage and insult. We conclude, therefore, with the Aurora, that the insolence of the British comman- ders on our coast is owing to the encourage* iiu-nt which they meet with from traitors (if lie will cull them so) among ourselves, who inculcate the notion that there ,i_ not in the country either spirit or ability to de fend ourselves against the most petty marau- der. Ill his future lucubrations we beg him to confine these remarks to the present ad- ministration and their supporters, a great proportion of whom are not Americans. ' The brig Brunswick, from Charleston, for Bordeaux, was spoken April 17, in lat. 32, long. 83. The ship Julius Caesar, Hall, from Liver- pool, bound to Charleston, was spoken in lat. 31, 53, long. 75, out 47 days. At Leghorn, February 27, ship Sally Ann, Glover, Boston, at quarantine ; ship Com- merce, Tirrell, of Weymouth, from Bos- ton, do.; Hetty, Day, taken by the French. Through the politeness of a respectable friend, we have received a file of the Loui- siana Gazette and the Orleans Gazette to the 16th April: Unfortunately the files are not complete ; we are therefore unable to give the interesting debate on the proposed memorial to congress. There are no articles of importance in these papers, if we except the bitter criminations and animated defences of General Wilkinson ; which sufficiently prove that the press in Orleans is no longer " enslaved by military despotism." Boston has returned nil federal representa- tives to the next general court. Captain Strange from Alicant, informs that Bonaparte had demanded from the king of Spain, 30,000 men ; that a part of the above troops had marched from Alicant, for Madrid ; and that on the 8th of March they left Madrid for France. It was reported at Alicant that the Tunisians were about to de- clare war against the United States. [N. Y. Mer. Adv.] Sf'ANisH Dhcbee Against Neutrals. The Spaish court, by a decree of the 33th March, signed by tire prince General- issimo-Admiral (late Prince of Peace) has declared, that all English property found on board neutral vessels, shall be confiscated, though consigned to Spanish subjects ; and all goods found on board neutral vessels, if skipped for English ports, or her islands, shall also be confiscated. This decree also recognizes the French blockading decree of Nov'. 21, i806. Arrived at Kingston (Jam.) ship Pamtico, Rae, from Washington ; brigs Susannah, Wilmington ; Eliza, Doha, Philadelphia ; Agenora, Dorton, Norfolk ; and John, Mar- tin, Alexandria. , The Cotton Factory at Patterson, New- Jersey, was destroyed by fire on the night of the 13th inst. including all the machinery ;Tid n quantity of unmanufactured cotton.
