Mr. Wu&ljttm sn'ij as the preservaliott ftf has been orjerecl to reidbrco the Fjenca sr- good humor seemed to hereg.nd. u .\s of im- portanc----- Jslr, M'-R'ti interrupted liim ami said the motion he understood was not now under consideration, but he had proof in his pos- session that the charge against gen. Wilkin- son was false.—All the witnesses came as good citizens ought to do. He hoped there- fore the present motion would be postponed. Mr. fPlcl-bam said that it was surprising that Mr. M'Rae shouldhavs interruptedhiin the manner which he did in the reply he intended to make to Mr. Hay. Motion or r*o motion, he allowed every thing which came from Mr, Hay worthy of reply. He could not but remark the many inconsisten- cies occurring during this present business. Mr.B. he said had stated clearly the purport of >t»otl.—That he repeated it again and a- gaift to the court; and as he did not mean ro take tbein by surprise, it should be made to-morrow. This, however did not satisfy the gentleman. He found fault not only • with the motion itself, but he found fault with the looks and manners of Mr, Ran- dolph and then went into a long speech to shew the impropriety of the motion. Mr. Hay he observed had got into the habit of a parliamentary phraseology. That he for his own part was not habituated to such language. That Mr. Hay seemed to ima- gine that he was in the legislature and was arguing accordingly. Mr. "Wickham also understood the first motion always had a precedency, and he hoped therefore, the court would consider his motion first. This new invention of substituting othor motions, Tie trusted therefore would be laid aside, and the first motion considered. He contended that the jurisdiction of the court to punish mal-jH'acticw, ought to be sustained. Hit ub" ct, lie s.iid, was not to inflame the public mind. Put what has gen. Wilkinson done ? !i.' lias dragged reluctant witnesses here! nod yet this is not to affect col, Burr. He has also taken witnesses exparte at the point oi the bayimet to make depositions. He would aftirm that persons going about and taking depositions by hirer, tts many had done, were acting in the most improper ipa^nner, and ought to he punished When at igi nt is employed to go awnt the coon try ro obtain, depositions, that such a prac- tice is contrary to the genius and usage of the country, and contrary to the laws of England,. That such a person is most cer- t.v. by attachment. He would '<:>:. Col. i'iirr, he said, was of opi- • 1)1 should go forth from tV'ti" wuudover in recognizance ; but hi; would e.h'iim that from the moment Wok an active part in the present prosecution, that the attachment ..it firth. Mr. V'^'ckhcim then adverted to the case of libel, pnde by Pendstate Lete, that it was customary for iibellers to he punished in , and certainly much more ought p ' 1 ! guilty of the charges made against General Wilkinson, to be punished. But because this motion aright hurt or affect General Wilkinson, the attorney though! it ought not to be sustained ? Did General Wilkinson shrink from investigation ? Did the attojuey sin ink from investigation ? He hoped not. Mr. Wickham therefore hoped the court would hear the motion to-mor- row. Adjourned, my. t Prtersher^, sfprf 4. A part of the British fleet appear to have gone up the Mediterranean—they have, however, left 9 or 10 ships before Tenedos. The blockade of the Dardannelles has caused a great scarcity of provisions here. NORFOLK, June 18. Commodore Bakkon, on board the Chese- pcak frigate, it is said, will sail this day for the Mediterranean. The Melampus British frigate, which, a few days ago, went in quest of the brig Ceres, cno'ured oil our Capes by a small French privateer, returned to her anchorage on Tuesday, after an unsuccessful! pursuit. How dreadful the calamities brought upon the world by the insatiable, the wicked am- oition of that Monster, who drays all Europe, as it were, into a military vor- tex ! The latest accounts from the grand armies were to the 24th of April—At which time no general action had taken place, but was momently expected. Both the French and Russian armies had received immense rein- forcements. The head quarters of the Frerch were at Finkenstein, and those of the Rus- sians at Kartenstein, about forty English miles distant ; but their advanced corps were only 5 miles apart, and had frequent skir- roisl All idrss of peace had vanished : An ar- ticle from Vienna dated April 18, states: " It is apparent that the new campaign be- tween the Russian and the French armies will foon be opened ; the negociations for peace are at an end. General tjenningsen had recon noitered the position of the French army on the 1st April. The emperor of Russia, and the grand duke Constantine, had joined him at the tiead of a reinforcement of 80 000 guards. A general engagement has proba- bly taken place before this time. We stated in a former paper: the raising of the siege of Stralsund, and that, the French were pur- sued in their retreat by the Swedes. The latter have suffered hyr their temerity. They were attacked on the 16'tl) by Morfeier, who assembled all his force, raised the bloc'.ade of Colberg for that purpose, and drove them across the Peeue, with the loss of six pieces of cannon and 1000 prisoners. The French b'ave quitted Hamburg, and are endeavoring- to form an army in the Mecklenburg terri- tory, under the hourly terror of an expedition from this country. "Federal gazette. MONDAY, JVSS 22. He has pic- tured to us the zeal and the anxiety he has had for the production of those papers, and has assured us that he has already taken means for having them here. I thank the gentleman for his exertions, but at the same time I must beg leave to remark the equal zeal with which he and his friends .combat our application. II Mr. Burr were now ask- ing you for these papers, without she -ing any probable cause that they were material, this indeed would be a wanton, womanish, feverish curiosity ; but it is no such curio- sity; we have shewn in the fullest manner, that they arc matirial, and of the first im- portance. It is said, by the production that gen. Wilkinwn, that huge Atlas, on whose mighty shoulders the American world is sustained, is wished to be represented as a man in whom confidence ought to be placed. But I fay, .if the production of these papers were to effect the annihilation of gen. Wilkinson, that I h pe and be- lieve no other visible chasm in the creation would be produced, but in that portion of space at present occupied by his , material body. How can the rank and safety of gen. Wilkinson be concerned in the pro- duction of these papers? Gen. Wiilsi -son is only an organ in the hands of government. As to his glory, I behave its meridian splen- dor is set, and that he will be no Jonger worshipped as it- political Messiah of A- merica ; but even if he were crucified, I trust it would make no seta in, our time.
