The General in Chief Bennigsen to his ¦ Excellency the Prince Bagration. After (he turtenis of blood which have lately flawed in the battles as sanguinary as frequently repeated, I could wish to assuage the evils ot this destructive war, by propos- ing an armistice before we enter into a con- flict, into a new war, perhaps still more ter- rible than the former. I request you, prince, to make known to the chiefs of the French si my this intention on my part, of which t*,;e consequences may have effects the more salutary, as a general congress has already . be?n proposed, and may prevent a useless effusion of human blood. You will after- wards transmit t» me the result of your pro. ceeding : and believe me to be, with the most distinguished consideration, Y iur Excellency's most humble, And ni st obedient servant, (Stgi ed) E. BENNIGSEN. No II. Gener/it.—The general commander in chief ha i addressed to me a letter relative to the orders which his excellency has receiv- ed from his majesty the emperor, directing me to communicate to you its contents. " I have seen a good deal of the late cor respondent from HalUaX, which mentions the attack made by she Leopard upon our frigate the Chesapeake. <* In one letter there is a positive denial of the fart, that the deserters claimed were Americans ; of whatever country they were, they were declared not to be on board, tho' they were really found in the Chesapeake when she struck. It is allerlg^el by the British officers, that all the men were Bri- tish deserters, and that one of them had ac- tually received a large colonial bounty, rais- ed by the province of Nova Scotia. All this occasions much stricture on certain ex pressions contained in the president's pro- clamation, in which it is asserted, that the e rormity was not only without provocation or justifiable cause, hut Vu >j committed ivith the tea; wrl purpnte of t kilgiy fcfCe from a ship of ivnr of the Unid States, a pa t of her creiv ; and th t no circumstanc might be Wanting to m rh tts character, it had bic» i'RI-.vi.vusly A&C1H.TA1KED that the seamen demanded rd between the two countries, which you and I would mott anxiously avoid ; and perhaps there is more ground fojr this suspicion th.;n we are aware of, especially if it be true, as it is averred at. Halifax without scruple, that wh'ile we claim from British ships the delivery of our deserters, and threaten to use face if refused, we deny the sawe measure of justice when the British demand it of us ; a denial not confined to common deserters, but to known atrocious mutineers and murderers, who have taken shelter in the Unit'd States.'' .OKRAL GAZEftE. Yesterday Judge Houston, the district judge of the United States, for the district of Maryland, proceeded in the examination of the affair of tVie Othello, and took the deposiiiou of Mr- Harden, a passenger on board the ship—after which, the judge de- cided that the crime for which the French prisoners then in the custody of the Mar- shal, were committed, wiscommi'ed within the jurisdiction of the Siaie of Maryland, and that the the United States' Court had no cognizance of it. The prisoners were then committed to the custody of the sheriff of Baltiino e county, by Mr. Coale, the register, of tlie city, who attended agreeably to the request of the judge, the mayor not being able to attend on account of indisp .sition. " I arrived in good health in the midst of the rejoicings on account of the defeat of Petiau's army, which was completely beaten at Gonaives : Some of the ruins of it, joined to a few fresh troops, were daring enough to land at Port dt- Paix ; the president, Chris tophe, surrounded them, and more than 350 of them perished there ; about 70 of them were brought here prisoners, and a lew are dispersed in the woods about Jean Rmel, where ttiev are hunted up like hares.
