The bri^ Hercules, Weeks, from Bordeaux for New-York, laden with brandy, wine and dry goods, foundered at sea in the g-ale of the 29th of August, in lat. 40, 32, long. 66? 80, out 40 days'. The mate and 5 of the crew were lost. Captain. W. and 3 of his crew were eight days on the wreck, when they were taken ofF the 5th Sept. by capt. Whaley, of tire brig Rover, from Liverpool' and arrived at New-Castle, Mass. A Quebec paper of September 4, observes, " Tnat the whole of the Indian nations have offered their services to the British go- vernment in case of a war with the United States." The house of W. Lees, Liverpool, has stopped payment. Several Americans are likely to be great sufferers. Annajiolis, September 21. This day Stevenson Archer, Esq. son of the Hon. Dr. Archer, of Harford, was admit- ted as an attorney at the bar of Anne-Arun- del county court. Extract of a letter from St. Thomas, received at New-York, dat,d 1\th August. Our market for provisions has been dull for some time, Owing to an embargo being laid on those articles by the government ; but as the alarm about an embargo in Ameri- ca seems to have subsided, they have con- cluded to permit the exportation of those articles again. We are in hopes it will make business brisk again in a few days. , In looking over Aikin's Atheneum, for the month of August, wi were strode with the following interesting pa_;japh : _ (. As thisman- r is likely to come very soon b-fore parliament, where it ., hi probably had to animated, discussions, we shall briefly explain to our readers the merits of both sides of the question. ' The French Colonies were formerly ob- liged, in the (same way as ours, to send the whole of their produce to the mother coun- try. Tiie law by which this necessity is enforced in Britain, is commonly, but not with stiict propriety, called our navigation law. Tne fact is, that independent of the general' provisions of the navigation law, we have for a hundred and fifty years specific acts of parliament in the same spirit, and more comprehensive in their operation, in regard to the colonies, than,the celebrated navigation laws of Cromwell. Be this as it may, the French colonies have sent home their produce to the mother country exclu- sively, for more than a century; In war- this was a matter of no Small difficulty, but as there was no other means of disposing of it, the only alternative was t« let it remain ill the colonies oi hazard the conveyance.— In the present war, however, Talleyrand discovered that America was a very conve- nient medium for carrying on this ctv metce, and accordingly a month had scarcely elaps- ed, after the renewal of hostilities in 1806, when Bonaparte issued a decree opening the Fiench colonies to the Americans. This trade has since been carried on to an amazing extent, and almost the whole continent of Europe is by these means supplied with West-India produce. No treaty could have been more advantageous for both parties.— America produces in plenty the provisions and lumber, which are wanted in the West- Indies. The West-Indies pay her with su- g.ir, rum, coffee and other articles' of tropi- cal growth, which do not interfere with her own productions, and which are equally useful for her own consumption, and for traffic with other countries. Such a liberal export does she make of West-fiidia produce, that in the year 1803 no fewer than 211 American ships entered the port of Amster- dam, importing 45,000 hogshead of sugar. In consequence of the 'cheapness of convey- ance by neutrals, and of the obstacles thrown in the way Of our commerce by Bonaparte's prohibitory decrees, there is no demand what- ever on the continent for British produce, «X©ept on terms at which it is ruinous to II' Matters have been going on at this rate above two years, but they are now come to a state at which the merchants consider it incumbent on them to exert all their in- fluence to induce ministry to put a Stop to the American intercourse with the enemy's colonies. A measure of this nature was ho doubt in contemplation by Mr. Pitt, in 1805) but his successors viewed the matter in a vt-ry different light. Their sentiments on tbic-head, were-stated at length in the in,- quiry into the state of the nation, publisMed in March last year. At that period, ho we- ! ver, it is to be remarked, that the intercouise in question had not yet done so much mis- chief ; nor had Bonaparte then attempted to exclude us so completely from the conti- ! nent. ! " The only objection to intercourse is the dread of a war with America, or rather of the mere suspension of a trade which takes off a yearly value of between eight and nine ! millions of our manufactures. Any inter- j ruption of so important a traffick should certainly, if possible, be avoided; and no pro-pect of aggrandisement to ourselves, or of injury to our enemies would justify a measure calculated to produce a rupture ol this kind. But if the prosperity of our ! commerce and our shipping be. at s ake, 1 the case is widely different. The hostile j act ,vou!d obviously be directed against j France, not ajainst America, to whom «e have no antipathy.
