It weighed 64 lbs. and was live feet in circumference. [London paper."} PEACE OR WAR ? The following is from the New-York " Ameriean Citizen,"* a democratic paper of high standii.g ; the Editor of which has some pretensions to " official confidence'* " It is not probable that a catagorical an- swer, in four days, or a catagorical answer at all, has been required by our ministers with regard to the impressments from our merchantmen. Negotiations on this sub- ject, at once delicate and of difficult adjust- ment, have been on the tapis many years. Washington, the " father of his country," found it impossible to obtain from the Bri- tish government any concession on that ground ; and Mr. Adams, his successor, af- ter many well directed efforts, was equally unfortunate. Since the presidency ot Mr. Adams, Mr. Jefferson has, with zeal and ability, directed his attention to an abate- ment or removal of the grievance, but t* ith no greater success. In January, 1804, Mr. Madison concludes an elaborate paper, ad- diessed to Mr. Monroe, with intimations to withdraw from the court of London, unless he could obtain a treaty, otherwise agreea- ble, expressly relinquishing the right of searching our merchant ships for men. Did he withdraw ? No, nor has he to this mo- ment, although nearly four years have since elapsed. The truth is, and it cannot and oijght not to be concealed, that great as the grievance, wrong as the pactice is, not one man could have been found- in the country, I except some mad cap, ready to go to war 1 to redress it, had it not been for the indig- nation excited by the outrageous conduct of the Leander and the Leopard. If " repa- ration and atonement" be made in the ca<,e of the Chesapeake, some ol the best inform- ed and most judicious men ot our party 6cem to be 01 opinion, that it would be better to leave the other questions open for dicussion and negotiation than upon it to involve the country in war." [The ' National Intelligencer,'' cf yester- day has ihese remarks, winch bear upon this all-important question.] " . hat the British government will be called upon to give an eaiiy answer to our demands ; that they will be informed that in this case the indulgence 6f a procrastina- ting spirit wift not be admitted, is extreme- ly probable ;' and it may hs tha* this intima- tion has been tortured, under the influence ,f hostile feeling, into the haying made a lemahd for a categorical answer within four days." " It is not because Britain is oppressed by the weight of a hostile world, that we de- mand any thing of her ; but because she has done us injustice. As we should have made this demand in the zenith of her glory, so it it our right to make it in her present perilous, if not humble state. It is also 1 Br duty to make the demand ; because if she refuse redress, we have ourselves the means of ontaining it ; and possessed of the right and the power, our national cha- racter would suffer were it to be waved." From the New-York Evening Post. TEXTS. " All, too, will bear in mind this sacred principle, that though the will of the majo- rity is, in all cases, to prevail, that will to be rightful must be reasonable ; that the mi- nority possess their equal rights."—feffcr- son's Inaugural Speech. " A due-p rticipation of office is a matter "f right."—Ditto's Letter to Neiu-Iluoen merchants. " I sincerely lament that unessential differ- ences of opinion should have been deemed sufficient to interdict half the society from the rights and the blessings of self-govern- ment ; , participation of office J to prosciibe diem as unworthy of every trust."—Idem et ibid. COMMENT " They (the federal editors) repeat their presumption that colonel Patten will be ap- pointed post-master-general," " but they may rest assured that the president -will never ippoint u federalist to an office of so much importance and responsibility i col. Patten is a federalist, and consequently should not and will nut be appointed." —Amer. Citizen. The troop of horse attached to the 6th brigade, commanded by Joseph H. Nichol- son, jun. of Queen Ann's county ; the companies commanded by captains Nathan Brawner and John B. Wills, of Charles county, and the rifle company commanded by John Elder, of Baltimore county, have tendered their services to the executive of Maryland, as part of the quota required by the general government- Alexandria, October 26. Arrived, ship George, Walker, 48 days from Liverpool—salt and dry goods. Died on Saturday, the 24th instant, Mrs. Eliza Roberts, w ife of Mr. John Roberts, of this city, in the 23d year of her age. To virtues like her's eulogy cannot add lustre : they were not of that ostentatious kind which challenge the applause and at- tract the admiration of the busy world: they were not of that austere kind which grow in the dreary region of a cold heart: but they were modest, unaspiring virtues, which spring up in a heart overflowing with love and gratitude to God, and glowing with the genial warmth of the social affections : they are not, neither did they ever aspire to be, inscribed on the tablets of fame ; but they are engraven in indeliable characters on the hearts of her friends.
