We are requested by captain Gfopspy,
master of The scli'r Manchester, from St.
Croix, to state, that no official declaration
of the blockade of the inland or St. Croix
Was r.-ceived when he .sailed. A British mi
val force, however, was hourly expected.
To- British cruisers took all vessels trjat had
Cafgi es foul that island. That two' Ameri-
can Vessels had arrived at Basse-find, and
unmolested by the British cfuieei-s after the
vessels were cut oat of west end. Captain
Cropsey wa- boarded by a British ptivatecr

can brig in tow, her prize.

The house next proceeded to the election
ef a clerk. The same tellers which had
been appointed on the former election having
been named by the speaker on this, the
members proceeded to ballot. It appearing
to the tellers, on examining the voces, that
one of the members had, by mistake, voted
twice, this balloting, after a few desultory
remarks, was set aside, and a fresh one taken,
the result of which was as follows :

A third balloting was about to take place,
when
Mr. Randolph rose and observed, that he
never felt more reluctance in addressing the
house than on the present occasion ; but a
Sense of the duty which he owed to that
body, and which he should always end'-avor
to fulfil to the be;,* >l his ability, impelled
kira to speak. He perceived among the can-
didates for the office of clerk of that houSf,
(a high and hof.orable trust) a person who
«5ame before him in such a shape, and under
•uch circumstances, that were he to with-
hold the information which he was about to
give from the house, and this person should
hit elected, he could not answer for the ne-
glect. The person to whom he alluded had
a plurality of votes on the last ballot. This
ptrson the session before the last, was chief
clerk in the offise of Mr. Beckley. There
¦was an order of the house that the doors
should be closed. The clerk is a sworn offi-
cer, bound not to divulge the procewlings of
tin- house on such occasions. He did his
duty ; but the assistant* clerks did not p.-r
fo. m theirs. Thi-y post1, d 1 uemse'ves at the
gallry door, where, it was found, on exami
•nation, that every word could bt as distinct-
ly heard as on the floor of the tnuse. These
clerks heard the debates which took place,
:md the person to whom he had alluded was
one of tln-in. Mr. R. said he had heard re-
puted some of the expressions which he
had used in the house, before he readied his
rigs ill George town. Tin-, person came
to him afterwards aud apologized for his
conduct. Here Mr. Vanzandt (tin' clerk

to sit down. The speaker directed him to

his doty in a subordinate trust, certainly
ought not to be elected to the important ,
office in. question.
Mr. Alston thought the house onght to
adjourn in order to afford an opportunity of
examining into this matter, and made a
Di( hon to this effect.
Tins motion was negatived.
The. propriety of postponing the appoint-
ment of a clerk till to morrow was suggest-
ed, in order that the house might proceed
with other business, A motion made for
this purpose was negatived-'.
The speaker informed the house that be
Iiid received aleiter from the person offici-
ating as clerk, which he was recjuesled to
lay bofove the house. The letter was read
by the speaker. It desired permission to be
heard at the bar of the house, in order to
disprove the assertions which had been
made by the member from Virginia in res-
pec! to the writer's conduct at a foimcr ses-
sion.
Mr. Smilie hoped no order would be ta-
ken upon this letter. He thought the re-
quest to be heard at the bar of the house a
very extraordinary one, and if listened to
might form a dangef us precedent.

A letter from London of the 5th Septem-
ber, to a respectable merchant in this city,
states on the authority of Samuel Williams,
esq. late consul of thr United States at Lon-
don, that the answer to Mr. Monroe's com-
munication, on the subject of the Chesa-
peake was of so satisfactory a nature as t»
do away the apprehension of war between
the United States and Great-Kritain, unless
the war should be sought by this country.

Extract of a letter from a passenger in the
ship Alleghany, from Liverpool, for New-
York, dated " off Sandy-Hook, Octo-
bei 24.
" Having just been boarded by the Reve-
nue Cutter. I learn that the latest European
nnws brought by the Swift, which ship
sailed from Liverpool in eo. with us on the
9th ult. I find a ridiculous report to which
the London papers gave currency, has been
circulated with you, that Mr. Muiiroe had
demanded a categorical answer to the dis-
patches by the Revenge in the limited space
of four days ; from the best information I
was able to obtain, it seemed fo be ascertain
ed that no communication on the subject of
dispute had been made to government on
Saturday, {the $t It of September, and it was
not certain thai even on the Monday follow
iii£ any effort towards negociarion had been
attempted.1 Wirile, bowe-er, I am upon
the subject, I will state the reports that were
in circulation at the moment of our sailing
-I was told by one of the most re-ipecta
ble merchants of Liverpool, that Mr. — ,

sued hi.s proclamation, ibv the admission in-
to the different ports of that colony, of A-
merican vessels with lumber, provisions,
livestock, ire (as formerly) until the first

diterranean ; brig Bell-Air, of Philadelphia,

22, off Currituck, spoke schr. Somerset,
from Havanna, for Baltimore. Came into
the Capes, the 24th, Was informed ky the
pilot that he had that day put a pilot on
board the Somerset. Left in Patuxent, this
morning, ship Hebe, from the Isle of France,
was informed by the mate that the captain
died 7 or 8 days before : and two topsail
schooners bound up. Saw the brig Sally, of
Boston, go into Hampton Ro3ds, and an
hermaphrodite brig go into New-Point Coti;-
