Mr. Richards from the committee to whom as referred the petition of Andrew Joseph Hard, made a report, -.vliich concludes ith the following resolution : Resolved, hat there be paid to Andrew J. Villard one _-iousand dollars, from any money in the treasury not otherwise appropriated, in full -oiiipensation for his invention and improve. seat made in the mounting of heavy batte- cannon. The report was ordered to be inted, and made the order of the day for ¦londay week. Mr J. The house then took up the order of the c3ay on the report of tire committee of elec- ___ions on the memorial of Jrashua Harney. Mr. Milner moved, that the committee of -*lie whole be discharged from the farther consideration of the report of the commit- i -tee of elections, for the purpose of recom- ¦atnittmg it to the last mentioned committte. 'After a short debate, the question was -taken on Mr. Muner's motion, and it was carried in the the affirmative, yeas 77. Mr. Milner then moved that the report be *ecommitted to the committee of elections, which was agreed to, ayes 70. Mr.Dawson, rVom the committee appoint *d a few days ago on the subject, presented a report, concluding as follows : Resolved, That the secretary of war be authorised, under the direction of the presi dent, to sell to those states that, miy wish to purchase, any arms belonging to the Uni- ted States, which may be sold without detri- ment to the public. Unsolved, That the sum of dollars be appropriated to establish a national founde ry'at the city of Washington, for the pur- teose of casting ordnance. This bill has been before congress for two or three successive sections. It was defeated last year in the senate, after having passed the house of representatives.
