The editor ot the Diily Advertiser, will confer a singular favor upon an injured fel- low-citizen, by inserting the following facts in his respectable paper, viz. Gn the 14th Jane last, I sailed in the ship Royal Sovereign, of 22 guns and 7 5 men, bound from Charleston to New-Providence and St. Domingo ; nothing material og- curred until the 17th July f 'Ho ing, when we were boarded fr >m his britannic ma- jesty's ship Chichester, of 54 guns, bound for the island Cuba, who immediately impressed all the Royal Sovereign's of- ficers (the surgeon, gunner, and stew- ard excepted) together with t • enty two seamen, chiefly Americans, and myself, al- though not in the capacity of seaman, not giving us time to procure the smallest article more than we had on—in this situation they hurried us on board the 44 and made sail for Baracoa, in the said island of Cuba, a- gainst which place they were ordered with a detachment from 99th Tipper iry regiment of infantry—the Spaniards therein as we j bore up to attack the port and'batteries open- ! ed with a heavy fire f langrage and grape fr un five different points, Ahich so disabled the ship both in hull and rigging, that af- ter four hours unsuccessful efforts to regain , the soldiery we had landed, we were com- , ! pelled to retreat and bear a ¦¦ ay for New- ! Providence, with both chain pumps con- stantly going—we watered at Providence . and made all sail for Jamaica, the ship ' wanting immediate repairs. Having arrived ' at the king's d *ck yard on the 20th August, j in Port-Royal, the people were placed under j centinels night and day ; but fortunately on Sunday night, 25th October last, I fonnd means of making my escape from British oppression, and arrived safe at Kin-jston, where I was received with every mark of hospitality and disinterested friendship, by captain F.Luckett, of the Alert, bound to Alexandria, and through whose unexam- pled goodness, I have been once more safe landed in America, I cannot, on this occasion, express my sentiments of gratitude suflficienilv, for the manly and polite conduct of captain L. and also of capt. " The rains have been for some time more abundant than I recollect for many years past which has removed entirely the scarcity of provisions and ensured us plenty of food for our negroes for many months, and affords us the prospect of good crops of sugar and coffee. The prices of American produce are extremely low and as follows ; Superfine Philadelphia flour from 7 to 8 dollars ; corn meal 4 dollars 25 cents ; rice 4 dollars 50 cents ; bread nominal—It is supposed notwithstanding the depression, 1 of flour it will still be lower, as upwards ' of twenty thousand barrels on hand in this 1 city and no purchasers Except for the best Philadelphia superfine." Dispatches have, we understand, been re- ceived from Mr. Munroe, dated October loth. SENATE UNITED STATES, December 3. Dr. Mitchill reported the following bill : Making an appropriation for the more effectu- al defence of the ports and harbors of the U. States. Be it enacted, i$c. That for enabling the president to put the ports and harbors of the United States in a better state of defence, a sum not exceeding dollars, be, and the same is hereby appropriated, to be paid out of any monies in the treasury, not otherwise appropriated. December 4, 'Mr. Pope, from the committee appointed on the subject reported a bill supplementa- ry to an act entitled an act fixing the mili- tary peace establishment of the U, States. THE WINTER ESTABLISHMENT Of the mails commenced this day ; see Post- Office advertisement. To those gentlemen who receive the Ga- zette at a late hour in the winter season, we beg leave to make the following statement, which, we conodently hope, will be receiv ed as a satisfactory apology, by such of our respectable patrons as experience any incon- venience in this way. It is well known that the mails arrive sevsral hours later during the winter than the summer season; to enjoy the advantaga of perusing the intelligence brought, on the same evening, our readers must necessarily permit the paper to go to press at a later hour. And it must be obvious to every person, acquainted with the great number of papers circulated from this office, that con- siderable time is necessary for their de- livery. We are not- disposed to boast, at expence of others, when we say that more papers are distributed daily from this, than from any other office in the state. Upwards of thirteen hundred copies of the Federal Gazette are circulated every day. For so liberal a patronage we feel grate'ul, and will endeavor to merit its continuance. From Washington Dec. 7. A fe-- minutes after 12 o'clock this day, a CONFIDENTIAL MESSAGE was re- ceived from the p esident of the United Stales. The galleries were immediately cleared and the doors closed. I remained in the capiti 1 until dark ; when, as there appeared no probability of the doors being opened, I left it.—This message probably contains the dispatches from Mr!
