As gun boats appear to be the only means
about to oe adopted by government for our
defence incase of war with .France or Eng-
land, I beg leave, through lh( medium #f

vantage of adding wheels to thVm, bv which
means they will become a fcind of amphibi-
ous maeiine. capable of a ting ai a " move-
able force" eit ler on " the water" or on
land. The advantages that will arise from
this improvement mint be so obvious, that
I think it will require but little argument to
make itiem appear plain to the meanest ca
pacity. Let us suppose we had stationed at
our fort, the whole number of bo.it: as con
strutted at present, that are intended for the
defence ot all the sea ports belonging to the
United States, and suppose a fleet of ten
ships of the line, with transports, should
enter the Bay with a design to destroy our
city, every body knows it wou.d be impos-
sible for them to com* up the river, there

But these weighty considerations are

The well known affair of the desertion
from the Melampus and Halifax, need not
be again stated, but we assert that the fol-
lowing seaman were demanded and were not
surrendered by our government. John Lit-
tle deserted from the Mfclanjpus, Richard
Herbert, Henry Saunders, Jenkin R.itSord,
George North and William Hill, from the
Halifax.. With these last five, a full des-
cription of them'accompanied the demand,
nor did they ever alledge that they were ci-
tizens.
When these men were demanded of the
civil authority of this place, the mayor with
prop«r caution, advised with counsel learned
in the law ; the question submitted was this,
¦* can a magistrate of this commonwealth,
cau'ie to be brought before him, and order to
ienjyth stricken with poverty, ant! thinly
peopled, and with ut the interposition of
some aid of this kind, can never grow in-
to use, or become of general extensive uti-
lity or convenience. Your committee beg
leave to observe, that roads in all countries
necessarily become an object of great nati-
onal concern—they are of the highest gene-
ral importance, and in many instances can-
net be perfected without the aid of govern-
ment, and hence whenever a nation turns
its attention tovards internal improvements,
roads become an object of primary conside-
ration, and in truth no great or valuable
improvements can go on without them.
In proportion as your roads are improved, so
do ethers of a different kind Start up, and
keep pace with them, wealth and commerce'
spread into the remotest corners, and the
most distant parts feel themselves brought
as it were so much the nearer the market, as
the ease and convenience of getting there is
increased from the goodness of your roads,
The road under consideration becomes par-
ticularly interesting in these points of view,
and moreover claims your attention as fur-
nishing a complete line of communication
from the centre of the United States, at
Washington city, into the very heart of the
western country, and without this a blank
or chasm will be left, that will materially
obstruct the trade of the state, and prevent
it deiiving those advantages from its inter-
course with the United States, which its
situation from nature, and its high cohse.

and locate the road from Hancock to Cum-
berland laying off the same on the nearest,
most direct, and practicable ground, and
return the plot of the same to be recorded
in Alleghany county ; and the said court is
heiebv autnonsed to contract with some
person or persons, (takiufl bond with secu-
rity for due performance) for the expending,
in such m-iHiier as the court shall direct,
and to the best advantage in opening and
making pas-.able >atd road, the sura of aooo
dollars which said sum the treasurer of the
western shore is directed and required to
pay to the order or orders of said court out
of any unappropriated money m the treasu-
ry ;—and the levy court of Allrofiany coun-
ty, are hereby authorised topay the expense

mages clone to property done within their
own county, to be estimated in the usual
