[ 217 ] II. The privilege of the writ of habeas corpus hhali not be suspended, unless when in cases of re- bellion or invasion, the public safety may re- quire it. III. No bill of attainder or ex post facto law shall be passed. IV. No capitation or other direct tax shall be laid, unless in proportion to the census or enume- ration herein before directed to be taken. V. No tax or duties sha'.l be laid-on articles ex- ported from any state'. No preference shall be gi- ven, by any regulation of commerce or revenue, to the ports of one state, over those of another ; nor shall vessels, bound to or from one state, be obliged to enter, clear, or pay duties in another VI. No money shall be drawn from the. treasury, but in consequence of appropriations made by law ; and a regular statement and account of the receipts and expenditures of a'l public money shall be pub lishel from time to time. VII. No title of nobility shall be granted by the United States, and no person, holding any ofliceof profit or trust under them, shall without the con- sent of congress, accept of any present, emolument, office or title, of any kind whatever, from any king, prince, or foreign sate. section x I No state shall enter into any treaty, alliance, or confederation ; grant letters of marque and re- prisal : coin money ; emit bills oi credit; make any- thing but gold and silver coin a tender of payment of debts ; pass any bill of attainder, ex post facto la% or law impairing the obligation of contracts, or grftnt any tit'e of nobility.
