218 ports, except what may be absolutely necessary for executing its inspection laws ; and the nett produce of all duties and impqrtss, shall be for the use of the tieasury of the United States; and all such laws shall be subject to the revision and control of con- gress No state shall, without the consent of con- gress, law any duty on tonnage, keep troops or ships of war in time of peace, enter into any agree- ment or compact with another state, or with a fo- reign powe , or engage in war, unless actually in- vaded, or in such imminent danger as will not ad- mit of delay. ARTICLE II. SECTION I. I. The executive power shall be vested in a pre- sident of the United States of America. He shall hold his office during the term of four \ears, and to- i gether with the vice p csident, chosen for the same term, be elected as follows. II. Ea^h state shall appoint, in such manner as the legislature thereof may direct, a number of e- lectors, equal to the whole number of senators and representatives, to which the state may be entitled in thu congress. But no senator or representative, or peison ho ding any office of trust o; profit under the United States, shall be appointed an elector. III. The electors shall meet in their respective states, and vote by ballot for two persos, one of whom at east, shall not bean inhabitant of the same state with themselves. And they shad make a list of all the persons voted for, and of the number of vctes for each; which list they shall sign ^nd cer- tify, and transmit, sealed, to the seat of the govern- ment of the United States, directed to the presi-J dent of the senate.
