| GC more American. - "September 30th.,1902. To The Honorable, The Board of Police Commissioners. Gentlemen:- Referring to the attached statement of Mr. V/.W. Sheats, Solicitor for the Baltimore American, in which he complains of the treatment received by himself and two colleagues at the Eastern Police Station-house. I instituted an investigation and enclose herewith, several statements. From these statements it is my judgment that the officers in connection with this case, especially Lieutenant Sacey, erred in arresting and locking these men up before thoroughly investigating their statements, which could easily have been verified by sending to their addresses, or to the American Office. I would respectfully recommend, therefore, that these officers be cited before your Honorable Body to give a full explanation of the matter. Very respectfully, JAMES MANNING, Deputy Marshal." It was ordered that the said report be returned to the Deputy Marshal for the purpose of obtaining a statement from Mr Stoddard, business manager of the Baltimore American, as to whether Messrs. Sheats, Twichell and Genpp were in the employ of the Baltimore American at the time of the arrest, and also, as to whether he, Mr. Stoddard, was in the office of the Baltimore American at the time it is alleged Lieutenant James T. Casey inquired of the American Office to know if Sheats, Twichell and Genpp were employees of the American, as stated.
