| OGC 1 O A.O referring to the attached statements with respect to the conduct of Officer George A.Harkins, Northwestern District. After careful investigation I an unable to find that Officer George A.Harkins is in any way connected or has any interest in the grocery store. The store in question was purchased and paid by by A. G. Harkins, son of Officer George A.Harkins. I find also that A.G. Harkins paid all bills for goods purchased, collected rents and is a member of the Grocers Union in his own name. I would, however, respectfully recommend that Officer George A. Harkins be cited before your honorable Board upon charged of conduct unbecoming an officer, in having on several occasions ( at least eight times) made an indecent proposal to Mary Williams (colored), while she was in his employ. Very respectfully, JAMES MANNING, Deputy Marshal.* It was ordered that all papers in the case be referred back to the Deputy Marshal with instructions to direct Captain ShultB of the Northwestern District to make a more thorough investigation and get all information obtainable as to the alleged improper conduct on the part of Officer Harkins. Donation. It was ordered that Officer William J.Forrest, Northwestern District, be permitted to retain thirty dollars donated to him by the United States Government for the arrest of George J.Montgomery, a deserter from the United States Army. Death. Report was received from Captain Thomas B.McGee, Eastern District, of the death of Officer John Donnelly, of that district which occurred October 2, 1902. Retirement. Officer John H.Jaecksch, Eastern District. In the matter of request of Officer John H.Jaecksch, Eastern District, for retirement, as referred to in the proceedings of October 1,1902, a report was received from the Police Surgeons of their examination of the said officer John H.Jaecksch; said |
