19 was ordered that there be purchased for use of sick horses in the hospital located at the Mounted Stables, a horse sling, endless chain pully attached, to cost about $32.00 complete. The vote upon the purchase of horse sling, as above, was:- Fresident Upshur, Yea, Commissioner Morris, Yea, Commissioner Fowler, Yea. Application of Officer James Miles, Northern District. For Leave of Absence. A communication was received from the Marshal transmitting application of Officer James Miles, of the Northern District, for three days leave of absence, without pay. Upon the recommendation of the Marshal, said application of Officer James Miles was denied. Complaint Against Off. George A.Harkins, N.W.District. In the matter of complaint against Officer George A.Harkins, Northwestern District, as referred to in the proceedings of September 29th., and October 3,1902, an additional report was received from the Deputy Marshal, which was read and held over for future consideration. Donations. Upon the recommendation of the Marshal, it was ordered that Sergeant Henry Wicks be permitted to retain ten dollars donated to him by the United States Government for the arrest of John Clifford, a deserter from the United States Marine Corps. Upon the recommendation of Captain John J.Fullem, Western District, approved by the Marshal, it was ordered that Officer John J.Moffitt, Western District, be permitted to retain thirty dollars donated to him by the United States Government for the arrest and delivery of Obediah Frank, a deserter from the United states Army.
