| That Officer Charles R.Begnelle be transferred from B. to C. Division. Complaint of S.EĢ Nicholson. State Superintendent Anti-Saloon League. In the matter of the complaint preferred by the Anti-Saloon League with reference to the action of Captain of Detectives Pumphrey and Detective Hammersla in testifying for the defense in case of violation of the liquor law at Belair, Maryland, as referred to in the proceedings of Septenber 22nd, 26th., October 1st, 3rd., and 6th., 1902, a report was submitted by the Secretary in pursuance to the Board's instructions of October 6th. The said report which is filed as Exhibit No. 815 was read, and a copy of same ordered furnished Mr. S.A.Nicholson, State Superintendent Anti-Saloon League. In connection with the subject, as above, a communication, as follows,was received from W.W.Davis, in reply to which the Secretary was directed to send a reply in accordance with the record as shown by the minutes of the Board of October 3,1902 (Copy of the Secretary's letter found in letter press copy-book). "Baltimore, Md., October 13, 1902. The Board of Police Commissioners. Gentlemen:- Detective Hammersla in his testimony on the witness stand in Harford County Court last Tuesday said that his position had been threatened for obeying a summons of the Court. Senator T.H.Robinson, one of the Counsel for the Defense said in his argument Rev. S.E.Nicholson and Rev. W.W.Davis had gone before your Board and threatened with loss of their positions Detectives Pumphrey and Hammersla for obeying a summons djf the Court. I will appreciate very much a statement from your Board as to this charge. Very truly yours, W. W. DAVIS, Jarrettsville, Maryland." Complaint vs. Sergeant John K.Clowe, Western District.
