Messrs Upshur & Fowler. The minutes of the previous meeting, October 17,1902, were read, approved and adopted. Trials. Officer Charles R.Begnelle, Northeastern District, reported for having been thirty-five minutes late for roll-call, 3.45 A.M.,October 18,1902, was excused. Officer John L.Hundertmark, Southern District, was tried upon, found guilty of the following charges preferred by Cap-
