Baltimore, Friday, October 24th,1902. Board met, present,Messrs Upshur,Morris and Fowler. -----------oooo---------- The minutes of the previous meeting, October 22nd,1902, were read, approved and adopted. Trials. Officer William IJ. Allender, Northwestern District/reported for having been five minutes behind his squad coming in off duty,4.16 A.M., October 24th,1902, was excused. Officer George A. Harkins, Northwestern District,was tried upon the following charge,preferred by the Marshal, Charge;-OFFICIAL MISCONDUCT:- lst;-In having nude indecent proposals to Mary Williams,colored,440 Orchard street, Baltimore City,on several occasions between August 1st,1901,and February 28th, 1902. 2nd:- In having cohabited with the said Mary Williams,colored,at 440 Orchard street, Baltimore City,on sundry occasions,between August 1st,1901, and February 28th, 1902. The case was taken under advisement. (See proceedings of September 29th,October 3rd,6th and 10th,1902). Assignments of Magistrates. The secretary reported to the Board that Justice William J. Garland, Eastern District.notified the department on October 23rd,1902, that he desired to be absent from his duties from October 23rd,1902,until 9 A.M., October 26th,1902, and that he, the secretary, had assigned Justice William Reed to act as police justice for the Eastern District from 3 P.M. to 5 P.M., October 23rd,1902, as Justice Nelson Poe,Jr.the additional Justice was sitting at the Western District Station. The secretary reported also that he had assigned Additional Justice Nelson Poe,Jr., to sit at the Eastern District Station from 8 A.M. to day until relieved,in the place of Justice Garland The secretary reported as well that Justice Daniel J. Loden, Western District, had notified him from New York that he wished
